The Technology Regulatory Management division is crucial in managing the compliance risks associated with technology and security. This is achieved by implementing the IT&S Regulatory Compliance Management (RCM) Framework in line with the regulatory standards set forth by OSFI's Guideline E13, while also aligning with the Bank's broader Regulatory Compliance Program.
The Director of IT Regulatory Change Management plays a pivotal role in supporting the Director of Technology Regulatory Management by providing essential Regulatory Compliance Management (RCM) assistance. This includes overseeing regulatory changes and issues management, ensuring that all technology-related activities and recommendations adhere to applicable regulations, internal policies, and risk appetite standards.
Key Responsibilities
- Support RCM Activities: Assist the Director of Technology Regulatory Management in facilitating RCM initiatives.
- Regulatory Change Management:
- Conduct horizon scanning for new or amended regulations (Canada/Global).
- Collaborate with key stakeholders to analyze and interpret regulatory changes.
- Coordinate with stakeholders to perform gap assessments for regulatory updates and document findings in OpenPages.
- Maintain an updated record of regulations within the OpenPages/RCM module.
- Stay informed about emerging regulatory guidelines and requirements related to Cyber and IT Risk.
- Conduct monthly follow-ups on new regulations or project developments.
- Assist in preparing regulatory reports and updates as needed.
- Facilitate the creation of Global Issues Management System (GIMS) issues.
- Support the revision of relevant regulatory documentation.
- Assist with internal audit activities and annual information requests.
- Issues Management:
- Monitor and update regulatory issues, compliance concerns, and requests for information.
- Generate reports detailing regulatory issues for the monthly IT dashboard.
- Update the Technology Issue Management Operating Procedure as necessary.
- Provide support for OpenPages to first-line stakeholders.
- Address ad-hoc requests from Global Compliance regarding IT issues.
- Reporting:
- Deliver regular updates on regulatory issues, compliance examinations, and monitoring activities.
- Provide updates on incident reporting timelines as per jurisdictional regulations.
- Contribute to the quarterly Corporate Functions Compliance report.
- Review and comment on regulatory issues for the Corporate Functions Issue Management dashboard.
Qualifications
- Over 10 years of experience with a strong understanding of regulatory frameworks and standards governing technology systems and information security.
- Bilingual proficiency in Spanish is preferred.
- Demonstrated success in team management and executing change initiatives.
- Exceptional communication skills, both verbal and written, with the ability to engage effectively at all organizational levels.
- Strong presentation abilities and active participation in relevant committees.
- Excellent stakeholder management skills, capable of balancing diverse perspectives.
- Comprehensive knowledge of global banking operations and related systems.
- Proven business and technical acumen, with the ability to adapt quickly to new areas.
- Ability to work independently and collaboratively within a team.
- Diplomatic, flexible, and mature with a positive attitude, capable of maintaining composure under pressure.
- Proactive and creative, with strong planning and management skills for competing priorities.
