We are seeking a highly skilled Municipal Contract Administrator to join our Field Services team. As a key member of our team, you will play a lead role in the delivery of inspection services to our municipal clients.

Responsibilities:

  • Conduct site meetings and issue minutes to ensure accurate documentation of project progress.
  • Organize and control work to administer medium to large contracts, ensuring timely completion and adherence to plans, procedures, and contract specifications.
  • Review contract documents and design for obvious errors, ensuring the highest level of quality.
  • Approve work and progress payments, maintaining strong relationships with clients and contractors.
  • Conduct site surveys, confirming scope of work, obtaining relevant information, equipment, and materials.
  • Compile field data in report form for review by project designers.
  • Prepare contract specifications, construction staging, and traffic arrangement schemes.
  • Assess scope of work and monitor staff levels, coaching junior staff as required.
  • Manage the construction budget, act as liaison with clients, and issue invoices as appropriate.
  • Liaise/coordinate with service providers for specialized inspections and/or testing to ensure tasks are completed in accordance with terms or reference, specifications, or agreement.
  • Address contractor questions and misconceptions by working closely with superintendents and other construction staff.
  • Record contractor activities in digital format.
  • Accountable for confirming that work on contracts proceeds in accordance with approved design and contract specifications.

Qualifications:

  • Post-secondary degree or diploma in Civil Engineering or Civil Engineering Technology/Technician.
  • Minimum 6+ years' experience in municipal contract administration.
  • Demonstrated Construction Administration experience as a Contract Administrator or equivalent of 5 or more similar Ministry of Transportation Ontario (MTO) or municipal projects with construction values of at least $5,000,000 and $15,000,000 or greater is an asset.
  • Either registration as a Professional Engineer with PEO or as a Technician or Technologist with O.A.C.E.T.T. with Road Construction Contract Administration (RCCA) designation, or Road Construction Senior Inspector (RCSI) with the ability to obtain (RCCA) designation.
  • Prior MTO T131 Advanced Claims Dispute Resolution training is an asset.
  • Prior experience working in a municipal environment is an asset.
  • Knowledge and understanding of Ontario Provincial Standards and Specifications (OPSS), Ontario Provincial Standard Drawings (OPSD), Contract Documents including Agreement, General Conditions of Contracts, and Special Provisions.
  • Knowledge of construction survey and layout.
  • Knowledge of construction methods and materials.
  • Knowledge of the requirements of relevant legislation such as the Occupational Health and Safety Act and Environmental Protection Act.
  • Experience working with Microsoft Office software (Word, Excel, Access).
  • Experience working with MS Project or Primavera considered an asset.
  • Experience working with Builterra is an asset.
  • Excellent verbal and written communication, time management, negotiation, and conflict resolution, problem-solving, and organizational skills.
  • A valid Ontario 'G' Driver's License and access to a vehicle.
