ROLE: TECHNICAL LEAD - Oracle Utilities CCS / Tariff Billing Initiative

OVERVIEW:

We are in search of a proactive and seasoned Technical Lead to collaborate with the Tariff Billing Initiative team and facilitate the comprehensive solution for transitioning from the legacy Customer Information System (CIS) to the Oracle CCS product. The Technical Lead for the Tariff Billing (CCS) initiative will hold overall accountability to ensure that all technical components of the solution are in alignment with business processes and are executed with quality to meet business, functional, and technical specifications.

The ideal candidate will possess prior implementation experience and extensive technical proficiency with Oracle Utilities CCS, CCB, and/or C2M to effectively navigate this intricate and critical business project.

Key Considerations:

  • Applicants must be legally authorized to work in Canada, holding either Permanent Residency or full Citizenship status.
  • For candidates not located in the immediate area, flexibility to travel and willingness to work on-site a minimum of three days per week is required (hybrid model). Travel expenses will be reimbursed.

Responsibilities:

  • Provide technical insight and direction to ensure that code quality adheres to established standards.
  • Engage deeply in code development alongside Code & Development auditing resources to evaluate quality and offer constructive feedback to developers.
  • Conduct code reviews of proposed release builds to confirm that the code generated by the Tariff Billing Vendor Partner meets coding standards.
  • Assist in translating business needs into technical solutions.
  • Collaborate with Vendor Partners (system integrators) to implement solutions that adhere to industry best practices.
  • Lead and coordinate related development and operational activities, particularly where interdependencies exist with the Tariff Billing Initiative.
  • Identify and escalate project risks and vendor-related issues to the Project leadership team.
  • Work with the IT technical team to ensure that enterprise technical standards, requirements, and procedures are comprehended in relation to the Tariff Billing Initiative.
  • Monitor project advancement and provide technical consultation for releases.
  • Assist the team in resolving technical challenges.
  • Research, assess, and propose new technologies, processes, and tools to enhance development capabilities.
  • Make architectural decisions necessary to guide the project’s direction and scope.
  • As a key member of the Design Authority, review all Functional and Technical Design Documents (FDDs and TDDs) produced by the Tariff Billing Vendor Partner to ensure the designs meet business expectations.
  • Facilitate high-level architectural discussions during development and implementation phases.
  • Escalate unresolved issues to the Program leadership team when necessary.
  • Manage the technical aspects of requirements to technical solutions with the Tariff Billing Vendor Partner.
  • Coordinate with other functional and technical leads (e.g., integration, conversion, reporting) to ensure alignment across workstreams.
  • Assist in reviewing Oracle CCS product releases to evaluate potential impacts and opportunities related to the ongoing evolution of the CCS Solution.
  • Support the submission and management of Service Requests (SRs) to Oracle concerning CCS product issues (bugs) and Customer Enhancement Requests.
  • Ensure that technical issues are documented (e.g., Decision Records) and approved to address any technical gaps within the project.
  • Document code reviews of proposed release builds to ensure compliance with coding standards.
  • Hold the Tariff Billing Project Vendor Partner accountable, establishing clear performance expectations and tracking progress.

Minimum Qualifications:

  • Experience with Oracle Utilities (CCB, C2M, and CCS) is essential.
  • Preference will be given to candidates with hands-on experience from at least one implementation project involving Oracle CCS.
  • Broad knowledge of Oracle CCS, including core CC&B, MDM, and MTM processes.
  • Deep technical understanding to effectively conduct code reviews of the Tariff Billing Project Vendor Partner's code.
  • Ability to articulate technical concepts to non-technical stakeholders.
  • Strong communication, interpersonal, and presentation skills.
  • Proven ability to collaborate and build rapport with team members, project stakeholders, and Vendor Partners.
