The Urbanism Department of Ville de Laval is currently in search of a:

Professional Advisor in Territory Planning

Temporary Position – Duration of 2.5 years

As the third largest city in Quebec, Laval is actively pursuing a transformative approach to heritage conservation. The recently adopted heritage action plan focuses on improving the coordination of municipal heritage efforts and advancing the protection and promotion of heritage in various forms. This initiative is rooted in comprehensive community consultations and collaboration with cultural organizations, aligning with the region's Cultural Development Plan. The plan emphasizes four key areas: 1) enhancing knowledge of Laval's heritage, 2) developing innovative tools and programs, 3) implementing sustainable and collaborative heritage management practices, and 4) encouraging community engagement and recognition of heritage.

To facilitate the execution of this plan, the Urbanism Department is looking for candidates with substantial expertise in heritage.

Primary Responsibilities:

  • Design and propose projects related to territory planning, policies, programs, and procedures focused on heritage protection and promotion; oversee their implementation as necessary.
  • Conduct thorough research and analysis to ensure compliance of heritage-related projects with municipal objectives.
  • Develop and contribute to specific studies, analyses, procedures, and methods pertaining to heritage protection and promotion, ensuring adherence to approved standards.
  • Offer recommendations for the development, modification, and enforcement of municipal and provincial heritage regulations.
  • Prepare comprehensive reports for municipal committees in accordance with provincial laws and municipal regulations.
  • Engage with citizens, organizations, and other stakeholders on matters related to heritage.
  • Collaborate with employees from various City divisions and external organizations to develop projects, address heritage-related challenges, and identify effective solutions.

Essential Qualifications:

  • Bachelor's degree in urban planning, architecture, urban studies, or a related discipline.
  • A minimum of four (4) years of relevant experience in heritage, including project analysis involving heritage buildings and the development of protection and promotion tools.
  • Experience in a municipal context is preferred.
  • Membership in the Urban Planners Order or Architects Order is an asset.
  • Strong analytical and organizational skills, with a high level of attention to detail.
  • Excellent interpersonal communication skills, with the ability to work collaboratively and engage with diverse stakeholders.
