The Clinical Systems Consultant operates under the guidance of the Manager or designated authority in this professional role that functions autonomously within a multi-site healthcare setting. This position is responsible for the development and upkeep of intricate new and existing clinical application systems that influence various functional domains throughout the organization. Utilizing expertise in SQL, clinical information systems, electronic medical record (EMR) applications, and MS Office applications (Word, Excel, Visio, PowerPoint, and Project), the Consultant offers technical guidance to convert business requirements into detailed technical specifications. Additionally, the role encompasses systems support, including technical troubleshooting, upgrade coordination, and the creation and maintenance of application documentation, such as service level agreements and disaster recovery plans.

Key Responsibilities:

  • Conduct feasibility assessments for clinical applications by determining user and departmental needs, performing impact analyses, and evaluating current and future state scenarios.
  • Generate specifications for complex clinical application systems by gathering detailed information from user departments and translating it into technical system requirements; analyzing requirements; and documenting system functionalities and standard operating procedures.
  • Implement system modifications and fixes following established change control and incident management protocols.
  • Assist in design/build activities and perform enhancement tasks using tools such as Visual Studio, Oracle Developer, and MS Office applications.
  • Measure and document system performance metrics, project transaction volumes, and response times while collaborating with vendors and users to analyze system performance.
  • Support system upgrades and implementations by preparing all domains, implementing changes, and performing comprehensive testing.
  • Create and maintain technical and operational documentation in accordance with departmental standards.
  • Assist in the preparation of Requests for Information/Proposal and evaluate vendor responses by participating in working groups and documenting application requirements.
  • Contribute to disaster preparedness plans by developing and maintaining clinical application downtime procedures.
  • Provide user support by troubleshooting software issues and recommending optimal use of application software.
  • Collaborate with various stakeholders by developing relationships, attending meetings, and documenting service level agreements.
  • Deliver training related to clinical application systems to IMITS staff by developing training materials and conducting sessions.
  • Maintain productive relationships with application vendors and assist in troubleshooting and issue remediation.
  • Participate in team meetings and continuous quality improvement initiatives by identifying inefficiencies and proposing solutions.
  • Stay updated with departmental policies and procedures through participation in meetings and relevant training.
  • Perform other related duties as assigned.

Qualifications:

Graduation from a recognized diploma or degree program in Computer Science or Health Information Science, combined with three (3) years of recent relevant experience, or an equivalent mix of education, training, and experience.

May require travel and participation in an on-call rotation. Strong organizational skills. Effective verbal and written communication abilities. Ability to interact effectively with others. Physical capability to perform the duties of the position. Proficiency in operating related equipment.
