About the Role

We are seeking a highly skilled and experienced professional to join our team as a Strategic Planning Director in the Indigenous and Stakeholder Relations Division. As a key member of our leadership team, you will be responsible for leading a team of experts in providing strategic advice on various subjects, including Indigenous consultation and engagement, trends in government, Indigenous reconciliation policies, regulation, and the nuclear energy sector.

Key Responsibilities
  • Lead the development, modernization, and implementation of cross-sectoral support on programs, policy development, projects, stakeholder engagement, and related policies and funding programs.
  • Represent the Canadian Nuclear Safety Commission at Commission tribunal proceedings on project or program matters and oversee the writing of required Commission materials for submission to the tribunal.
  • Participate in interdepartmental policy development relating to Indigenous issues and lead in contract negotiations and memoranda inclusions with cost-sharing partners.
  • Develop and maintain relationships and networks with Indigenous communities, officials in other federal and provincial departments and agencies, and in the private sector, to advise on emerging issues and to share presentations and best practices.
  • Prepare and review briefing notes, presentation materials, correspondence, and written assessments of issues and reports from government and non-government sources.
  • Provide analysis and advice to CNSC senior management, the President, and the Minister and/or Minister's staff on various technical, regulatory, policy, and operational issues related to the CNSC's mandate.
  • Support and oversee the development, performance, and day-to-day activities and tasks of a diverse team of experts.
Requirements
  • Education: A university degree from a recognized post-secondary institution in social sciences or humanities, public administration, environmental studies, communications, public relations, or applied science, or a demonstrated combination of education, experience, and job knowledge.
  • Language Requirements: Bilingual imperative with proficiency at BBB level.
  • Experience: Consulting and engaging Indigenous Nations and communities, writing precise, clear, and timely reports, recommendations, speeches, and/or briefing materials, collaborating and engaging within an organization and with external stakeholders, planning, reporting, and risk management, or experience in policy development and analysis or project management.
  • Knowledge of: CNSC mandate, priorities, and position within the Government of Canada, key legislation and regulations governing CNSC activities and regulatory practices, government of Canada policy and guidelines relating to Indigenous consultation, and government of Canada decision-making processes.
  • Ability to: Plan and conduct critical analysis and produce reports/briefing products, build/maintain relationships with internal/external stakeholders, communicate effectively both orally and in writing, and work under pressure.

Asset Qualifications
  • Postgraduate education relevant to the role
  • Experience consulting with Indigenous Nations on major project initiatives that could impact rights
  • Experience writing and/or working on Government of Canada policy initiatives relating to Indigenous issues
  • Experience working under Treasury Board and financial policies in the administration of federal grants and contribution programs
  • Experience using communications' principals, methods, and techniques, including risk communication, to prepare and deliver effective presentations and briefings to targeted audiences
  • Experience working with Indigenous peoples and demonstrating experience in understanding Indigenous culture, values, and issues, and legal case law, including an understanding of socio-economic, land use, and property rights issues, and best practices in developing relationships, leading consultation sessions, and responding to concerns from Indigenous nations and communities
  • Experience working with stakeholders, including environmental non-government organizations, and in preparing stakeholder engagement strategies and plans
  • Experience managing and administrating grants and contributions funding programs
