POSITION OVERVIEW:

Reporting to the Director of Capacity Planning and Grid Innovation, the Engineering Manager (Capacity Planning) plays a pivotal role in overseeing processes and resources aimed at guiding a multidisciplinary team in the execution of capital project planning for distribution substations. This position also focuses on enhancing analytical capabilities in load forecasting to effectively manage the capacity of distribution system grid assets. The Engineering Manager will spearhead significant strategic initiatives within the Planning, Engineering, and Modernization division, as well as across the organization. Furthermore, the role involves cultivating and sustaining essential relationships with both internal and external stakeholders, notably Hydro One (HONI), The Independent System Operator (IESO), and the City of Toronto, to facilitate project planning and execution for substations. Additionally, the incumbent will take charge of leading and/or supporting strategic grid modernization efforts related to Transportation Electrification.

The individual in this role is expected to uphold ethical standards and adhere to the established code of business conduct, policies, and internal control procedures, as well as the laws and regulations governing Toronto Hydro.

PRIMARY RESPONSIBILITIES:

  • Oversees a team of technical professionals, including engineers and students, to formulate and implement both short-term and long-term investment, business, and technology strategies for Toronto Hydro substations.
  • Directs substation planning activities as part of the Integrated Planning and Portfolio Reporting (IPPR) process annually while promoting continuous improvement within the framework.
  • Champions the development and execution of innovation and continuous improvement initiatives to enhance the utility's Peak Demand Load Forecasting capabilities.
  • Coordinates the Stations Planning contributions to Rate Filing Applications (Distribution System Plan and related components) in close collaboration with key stakeholders.
  • Addresses stakeholder requirements and provides strategic insights for inclusion in regulatory filings and other business cases.
  • Conducts research and analysis on technological and engineering trends, compiling strategic plans particularly concerning distribution substation modernization.
  • Reviews engineering work and plans related to asset management, capacity planning, system planning, standards, and maintenance to support the creation of executable work plans that prioritize safety and quality.
  • Anticipates work volumes and resource needs; prioritizes and manages workflows to ensure compliance with all internal and external deadlines.
  • Leads project management and oversight related to the execution of distribution system plans and alignment with regulatory filings.
  • Possesses a comprehensive understanding of organizational operations, including investment planning, procurement, maintenance, and system reliability.
  • Demonstrates expertise in electrical substation design, encompassing substation system equipment and associated technologies.
  • Responsible for prioritizing project interdependencies, risks, resource allocation, and managing project scope and changes.
  • Oversees the development of evidence and requirements; contributes to crafting accurate and defensible plans and evidence through the formulation of high-quality business cases to secure approvals from various stakeholders.
  • Plays a crucial role in advancing Toronto Hydro's asset management capabilities and strategic asset management plan, including alignment with ISO 55000 standards.
  • Effectively manages internal and external stakeholder relationships and expectations to foster team success.
  • Ensures that data is consistently updated and maintained for regulatory applications and during interrogatories.

QUALIFICATIONS:

  • Bachelor’s degree in Engineering (Electrical preferred); a postgraduate degree is an asset.
  • Registered Professional Engineer in Ontario.
  • Minimum of six (6) years of engineering and/or asset management experience, with a preference for experience in regulated utility engineering or operations.
  • At least three (3) years of progressive leadership and/or project leadership experience.
  • Proven experience in managing strategic initiatives and successfully leading change management within an organization.
  • Valid Class 'G' Driver's License.
  • Experience in process optimization, design, mapping, and the successful implementation of new initiatives within the organization.
  • Strong knowledge of best practices in utility engineering planning and asset management.
  • In-depth understanding of organizational operations, including standards, procurement, maintenance, and system reliability.
  • Familiarity with financial models for capital programs, including project budgets and expenditures.
  • Exceptional change management and stakeholder engagement skills.
  • Strong project management and execution capabilities.
  • Creative and innovative problem-solving abilities.
  • Excellent customer relationship management skills.
  • Strong written and verbal communication skills.
  • Proven problem-solving and decision-making skills.

Toronto Hydro has introduced a Hybrid Work Arrangement, allowing for remote work up to three days per week based on business needs. Employees are expected to work onsite on days when activities are deemed more effective in person. Candidates should reside in Ontario and be within a reasonable commuting distance of the office.
