Job Title: Technical Services Manager

At CAPREIT Apartments, we are seeking a highly skilled Technical Services Manager to join our team. This role is responsible for providing program delivery and business expertise for technical services delivered to our operations units.

Key Responsibilities:
  • Develop and implement service plans with innovative approaches based on building maintenance service needs and industry best practices.
  • Collaborate with procurement and other business units to develop a contract framework that reduces costs while maintaining an appropriate risk level.
  • Direct and oversee maintenance functions, including standards, service levels, and response times, to ensure a high level of building repair, reliability, and customer service.
  • Provide technical support for decision-making to operation managers, building managers, and building operators to resolve building issues.
  • Manage contractors' and suppliers' contracts and vendor relations, including resolving contractual issues.
  • Develop standards and specifications for capital and operating repairs and services to meet organizational objectives.
  • Project manage major renovations, including specifying, requesting, and reviewing quotes from contractors.
  • Provide technical support and assist with internal departments for policy and procedure development and implementation.
  • Work closely with managing directors and internal departments to develop annual CapEx budgets.
  • Institute corporate inspection and evaluation processes for performance assessment and long-term maintenance improvement planning.
  • Provide advice and feedback on the development and effectiveness of on-site maintenance capability, including identifying training needs and developing training programs.
  • Participate in the development and use of appropriate systems and technology to support the service plan.
  • Ensure buildings and work practices comply with applicable laws and regulations, including the National Fire Code, Provincial Fire Code, and Federal and Provincial Environmental and Occupational Health and Safety legislation.
  • Work with the PIC manager to evaluate activities, structure, and deployment of staff and contracts within the Property Improvement Contract.
  • Stay up-to-date with market developments in maintenance and assess their opportunity value for CAPREIT.
  • Produce management reports on building performance and key indicators.
  • Train site staff on systems, components, and record keeping for HVAC, electrical, fire, and emergency systems.
Qualifications:
  • Trade certification, background in building sciences, technical education, or related experience.
  • Working knowledge of applicable laws and regulations, including the National Fire Code, Provincial Fire Code, and Federal and Provincial Environmental and Occupational Health and Safety legislation.
  • Computer skills, including Excel, Word, and keyboarding.
  • Supervisory experience.
  • Organized and able to oversee multiple projects simultaneously.
  • Excellent communication skills.
  • Ability to be on call 24/7 for system failure escalations and respond to major emergencies.
