Overview:
Reporting to the Supervisor of Revenue, this position is integral to managing corporate revenue functions, including property taxation, collections, assessment base oversight, accounts receivable, cash receipting, and user fees.
Key Responsibilities:
1. Oversee accounting operations related to revenue, including property tax billing and the management of the Town's user fee by-law.
2. Ensure accurate and timely processing of data within the property tax module of the Financial Information System (FIS), which includes:
- Calculation and issuance of tax bills
- Month-end and year-end procedures
- Maintenance and updates of tax records
- Preparation and distribution of past due notices
3. Prepare property tax billings for payment in lieu and linear properties, and assist in the formulation of Interim and Final tax billings, including tax rate schedules for Council review.
4. Compile year-end lead sheets and facilitate the Corporation's annual external audit by providing necessary documentation and reconciliations.
5. Manage Tax Appeal and Assessment appeals, including calculations for treasurer's write-offs and related journal entries in the general ledger.
6. Supervise both in-house and contracted personnel assigned to relevant tasks, providing guidance and support.
7. Contribute to the professional development of team members through technical direction, training suggestions, and mentorship.
8. Assist in the administration of the Town's payment processing systems, including debit/credit machines and online payment portals.
Qualifications:
We are looking for a finance professional with a post-secondary degree in Accounting, Economics, or a related discipline. The ideal candidate will possess 3-5 years of relevant financial experience.
Additional Information:
This role demands a commitment to the accurate processing of information within the property tax module of the Financial Information System (FIS). The successful candidate will also support the Senior Financial Analyst in development charge and security functions.
Furthermore, the incumbent will uphold cash receipting best practices across the Corporation, ensuring compliance with established procedures through documentation and staff training.
