The City of Toronto's Parks, Forestry & Recreation division is seeking a seasoned and innovative Senior Transformation Consultant to contribute to the Enterprise Work Management Solution (EWMS) project team.

Key Responsibilities:

  • Evaluate organizational preparedness and collaborate with the change management team to formulate change and communication strategies addressing key focus areas.
  • Identify risks (both internal and external) and potential repercussions associated with change initiatives, recommending and executing actions to mitigate adverse effects.
  • Work alongside training personnel to integrate change management principles into the creation of training materials and the delivery of training sessions.
  • Assess and anticipate organizational and stakeholder readiness, particularly within a public sector unionized context, and provide recommendations to senior management for enhancing change capacity.
  • Oversee stakeholder management, including conducting and documenting stakeholder change impact assessments and outlining necessary actions to support new behaviors.
  • Develop, maintain, and communicate a comprehensive change management framework, policies, procedures, tools, and resources to foster consistent change management practices.
  • Identify key stakeholders and assist in the creation of stakeholder engagement and communication plans.
  • Apply change methodologies and principles to contribute to the development of strategies and implementation plans for the division.
  • Research and prioritize new opportunities and methodologies to enhance change management practices.
  • Act as a subject matter expert, advising on effective change management practices and the application of change management frameworks across various divisions.
  • Engage with senior leaders to ensure alignment and appropriate sponsorship of initiatives for successful outcomes.
  • Utilize assessment data to pinpoint areas of focus and potential strategies for addressing needs, including identifying resistance and performance gaps.
  • Evaluate learning needs to determine the scale and complexity of development requirements, identifying gaps and formulating plans with resource and budget considerations.
  • Recognize the influence of organizational culture on change initiatives and design strategies that account for these impacts.
  • Involve relevant stakeholders at appropriate stages by developing and executing stakeholder engagement strategies.
  • Facilitate discussions and present analysis and conclusions to clients and stakeholders.
  • Develop corporate data analytics for performance evaluation, including return on investment metrics, and advance recommendations for improvements.
  • Establish and monitor success metrics, evaluating outcomes against objectives.
  • Conduct evaluations and recommend process improvements based on lessons learned.
  • Formulate a strategy for embedding and sustaining change benefits, including knowledge transfer and continuous improvement practices.
  • Ensure stakeholders are informed and understand the rationale behind changes.
  • Prepare materials for communicating change to senior management and sponsors, including reports and presentations.
  • Collaborate with the communications team to craft key messages for various levels of communication.
  • Provide leadership and guidance on best practices and innovations within the change management community.

Key Qualifications:

  • Post-secondary education in a relevant field (e.g., Business Administration, Strategic Management, Organizational Development) or equivalent experience. Formal change management accreditation is required.
  • Extensive experience in change management within a major public or private sector organization, preferably in a public sector or unionized environment.
  • Significant experience leading technology-driven change projects focused on behavioral change and technology adoption.
  • Experience working at a strategic level, engaging with stakeholders to identify potential change impacts and ensuring effective change plans are established.
  • Ability to communicate effectively with senior leaders in an advisory capacity, particularly regarding their role in change leadership.
  • Comprehensive understanding of change management processes, including assessments, stakeholder engagement, and communication planning.
  • In-depth knowledge of current change management methodologies and tools.
  • Strong communication skills, including negotiation and presentation abilities, with experience facilitating discussions in various group settings.
  • Resourcefulness and strong consulting skills, with the ability to multitask.
  • Capability to build and maintain collaborative relationships with stakeholders to achieve corporate objectives.
  • Willingness to travel to various City of Toronto work locations as required.
  • Possession of a valid Province of Ontario, Class "G" Driver's License is an asset.
