Job Title: Corporate Senior Financial Analyst Business Planning

Job Summary:

The Corporate Senior Financial Analyst Business Planning is a key role in the Provincial Health Services Authority (PHSA) that supports the strategic decision-making process by providing financial analysis, advice, and recommendations. This position plays a crucial role in the development, compilation, and review of annual and multi-year budgets, as well as period-end reporting.

Key Responsibilities:

  • Consolidate PHSA's interim and year-end financial reports and forecasts, including a written variance analysis for the Executive Committee, Finance Committee, and Board of Directors.
  • Prepare comprehensive and timely reports for Ministry of Health requests for financial information.
  • Develop confidential analytical reports and briefings as requested by PHSA senior management.
  • Collaborate with PHSA senior staff to identify opportunities for increased operational and financial resource utilization.
  • Assist corporate and agency staff by identifying resources required, researching and providing recommendations, developing financial analysis and forecasts, coordinating financial aspects of implementation, and monitoring outcomes.
  • Identify and develop best practices for reporting, systems design, and development, and communicate them to the Finance Division team.
  • Provide financial planning and financial management for specific services or programs that are provincial in scope or cross over agencies, as assigned by the Director, Business Planning Support.
  • Prepare PHSA consolidated Statement of Operations for reporting provided by Financial Services to the Office of the Controller General.
  • Administer the implementation of MOHS funding as outlined in funding letters, ensuring the accuracy of all budgeted grant funding.
  • Provide training to PHSA non-financial corporate staff in areas such as developing operating and capital budgets, monitoring and interpreting financial and utilization information, analyzing deviations from plan, and investigating causes.
  • Assist the Business Planning Division with the establishment of short and long-term financial objectives.
  • Undertake special projects as required by the Director, Business Planning Support and the Corporate Director, Business Planning to address PHSA and agency issues.

Requirements:

  • A professional designation or MBA with 5+ years of experience in FP&A.
  • Strong organizational skills, attention to detail, and excellent communication skills.
  • Personal qualities such as taking personal responsibility, possessing an entrepreneurial spirit, communicating with honesty and kindness, leading with courage, and fostering connections and trust.
  • Commitment to upholding the shared responsibility of creating lasting and meaningful reconciliation in Canada as per TRC and BC's Declaration on the Rights of Indigenous Peoples Act.
  • Familiarity with addressing Indigenous-specific anti-racism, anti-racism, and Indigenous Cultural Safety and foundational documents and legislative commitments.
