Role Overview:

This role involves providing technical and advisory services within the Services Centre, focusing on the evaluation of plans and submissions related to permit applications. The position includes offering guidance to staff, developers, contractors, design professionals, and the public regarding permit processing and the interpretation of by-laws, guidelines, and bulletins.

Key Responsibilities:

  • Conduct thorough reviews of plans for single-family homes, secondary suites, and minor commercial projects;
  • Deliver comprehensive assessments of Zoning & Building By-laws, making discretionary decisions and relaxations for various projects;
  • Coordinate project schedules for PC1 reviews and mentor junior staff;
  • Evaluate business license applications;
  • Provide guidance on permit processing requirements and collaborate with various City departments to address technical and design inquiries;
  • Manage over-the-counter permit processing, ensuring accurate advice is given while handling a high volume of public inquiries.

Qualifications:

Education and Experience:

  • Diploma in Building Technology or a comparable combination of education and experience.
  • Significant experience in plan interpretation and administration of By-laws and Building/Development Permit processes.

Skills and Competencies:

  • Proven project management and organizational skills;
  • Able to meet deadlines while managing a diverse workload;
  • Exceptional customer service abilities to interact effectively with the public and colleagues;
  • Strong communication skills, both verbal and written, to convey technical information clearly;
  • Ability to build and maintain effective working relationships and exercise sound judgment;
  • Proficient in conflict resolution and managing challenging interactions with clients;
  • Adaptable to changes in the workplace with a strong focus on customer service;
  • Capable of working both independently and as part of a team with minimal supervision;
  • Familiarity with computer systems, including Posse & PRISM;
  • Ability to draft memos, procedures, and manuals, and provide guidance to staff;
  • A valid BC Driver's License is required for this position.
