Role Overview

The Financial Control Specialist is tasked with generating precise monthly financial oversight reports, adjusting budgets as necessary, assessing earned value, and comparing it with the established budget. The Lead Financial Controller will oversee the designated scope and collaborate with internal stakeholders to ensure that the project adheres to financial constraints, promptly identifying discrepancies and implementing corrective measures.

Key Responsibilities
  1. Budget Preparation and Revision:
    Formulate the comprehensive Target budget and any necessary revisions (at 20%, 50%, and 80% completion) for the designated work scope.
    Establish the timeline for budget preparation and communicate it to the team, ensuring timely execution.
    Draft the primary assumptions.
    Lead the process to completion, maintaining active communication with the budget owner.
    Conduct thorough variance analysis and propose corrective action plans in collaboration with budget owners, validated by the Project Management team.
  2. Monthly Financial Oversight:
    Coordinate with budget owners to gather progress updates following the monthly cutoff.
    Examine the reported progress for accuracy and consistency in month-over-month reporting.
    Calculate earned values and compare them with actual expenditures, collaborating with the finance department.
    Analyze discrepancies and suggest measures to mitigate potential overruns while enhancing savings in close partnership with budget owners.
    Identify significant risks that could lead to major financial losses.
    Evaluate earned value against forecasts.
    Facilitate reviews of the Financial Oversight report with budget owners and the project management team for final validation and approval.
  3. Risk Assessment:
    Conduct monthly reviews of the risks and opportunities register, analyzing mitigation and improvement strategies.
    Update the R&O register as necessary.
    Organize workshops and meetings among all stakeholders to identify and categorize potential threats and opportunities.
  4. Report Review and Submission:
    Provide inputs for joint venture monthly reports as required for distribution to each JV partner.
    Contribute to the Monthly report for the JV's Executive committee.
    Offer inputs for any other necessary forums.
  5. Time Extension Support:
    Assist the Commercial / Claims team in providing actual and projected costs.
    Support project management in decision-making by delivering comprehensive information and analysis related to costs.
    Play an active role in resolving project cost-related challenges.
    Perform any additional tasks assigned by the Project Controls Manager.
Candidate Profile

A Bachelor's degree in Accounting, Construction Management, or a related discipline.

A minimum of 5 years of relevant project controls experience in complex design and construction of heavy civil projects.

Basic understanding of engineering principles.

Strong PC skills, including proficiency in Project Controls Software and Microsoft Office Suite, with advanced Excel capabilities, JDE, and Primavera (P6).
