Position Overview: This is a full-time, permanent role for a MANAGER of HUMAN RESOURCES.

Location: Central Office

Commencement: Immediate

Work Hours: 34.5 hours weekly

Schedule: Monday to Thursday: 8:30 a.m. - 4:30 p.m.; Friday: 8:30 a.m. - 4:00 p.m.

Compensation: $124,000 – $134,300

Reporting to the Executive Superintendent, the Manager of Human Resources plays a pivotal role in delivering strategic leadership and support to school leaders and departmental personnel across a comprehensive range of Human Resources functions, including Labour Relations, Employee Relations, Compensation, Benefits, Pension, Health and Safety, and Wellness.

This role necessitates a candidate who exemplifies leadership, actively engaging and collaborating with departmental staff and other leadership team members to develop and assess Human Resources policies, procedures, and services in alignment with the Board's operational strategies and legal requirements. The ideal candidate will be a personable, insightful problem solver with a proactive mindset, working diligently and strategically with department and district personnel for the collective benefit of the district.

Key Responsibilities:

Responsibilities for this position encompass, but are not limited to:

  1. Fostering a workplace environment that prioritizes excellence, service, productivity, teamwork, and collaboration, while promoting fairness, equity, and support for all employees.
  2. Providing leadership and strategic guidance in a comprehensive array of Human Resources functions, including planning, organizing, and managing: Labour and Employee Relations; Employment Legislation; Records Management; Recruitment, Selection, Training and Development; Benefit Plan Design and Administration; Abilities/Wellness Management & Attendance Support; Salary Administration; Pay Equity/Job Evaluation; and Employee Assistance Programs.
  3. Overseeing employee and labour relations, including the administration, interpretation, and execution of Collective Agreements and Terms of Conditions for various employee groups.
  4. Managing grievance processes and supporting the Executive Superintendent in grievance and arbitration matters.
  5. Leading the collective bargaining process for designated employee groups, including the formulation and preparation of the Board's proposals and serving as the Lead Spokesperson when assigned.
  6. Coordinating the annual staffing process for various employee groups, including communication with union representatives as necessary.
  7. Participating in and leading union/management committees, ensuring timely resolution of issues and involvement in other committees as required.
  8. Supervising and managing the daily operations and activities of Human Resources staff.
  9. Assisting in budget preparation and maintaining budgetary oversight for areas of responsibility.
  10. Performing other duties as assigned.
Qualifications and Experience:
  1. Significant experience in a Human Resource management capacity within a large, multi-union organization.
  2. A proven history of exceptional Human Resources and labour relations experience with progressive management-level responsibilities.
  3. Experience in staffing processes, including hiring, complement, and allocation.
  4. Excellent interpersonal, communication, service-oriented, and conflict resolution skills.
  5. A university degree in a relevant field (e.g., Human Resources, Industrial Relations).
  6. CHRP designation (CHRL preferred).
  7. Ability to cultivate and maintain strong relationships and collaborate effectively with all employees and management of the Board, Unions, Federations, and Associations.
  8. Outstanding organizational and analytical skills, with a keen attention to detail and accuracy.
Highly Preferred:

Experience in Human Resources management within a school board for a minimum of 5 years.
