Job Summary

We are seeking a highly skilled Financial Analyst - Capital Assets to join our team. The successful candidate will be responsible for executing goal-oriented tasks and projects to achieve departmental objectives, assisting in the capitalization of completed projects, and preparing financial reports to support capital execution.

Key Responsibilities
  • Execute goal-oriented tasks and/or projects established by the Manager to achieve departmental objectives.
  • Assist in the capitalization of completed projects in a WIP based financial accounting environment, ensuring all capital project requirements have been addressed prior to capitalization.
  • Assist business units by addressing capital related queries and prepare financial reports to assist with capital execution.
  • Assist with documentation and development of capital related processes, monitor and assist with implementation of controls as required.
  • Assist with regulatory reporting, recording, and calculation of regulatory balances, develop processes, maintain documentation on regulatory balances.
  • Assist in regulatory applications.
  • Lead and assist business units in the development of the Capital Financial Plan.
  • Prepare management reports, including capital expenditure reports, estimate/budget to actual reports, classification of capital expenditures, and actuals to standard costs analysis to assist in benchmarking and scorecarding related to capital asset investments.
  • Maintain and enhance system reports using system reporting tools as per specifications developed by the Manager and/or others.
  • Provide administration on reporting and tracking schedule for closure of recoverable third-party capital work.
  • Provide guidance and training to Accounting Analyst and Accounting Associate on job closures and invoicing of receivables related to capital assets, including recoverable jobs.
  • Complete over/under variance analysis by type of recoverable job, provide recommendations and revised estimates as identified.
  • Routinely and periodically audit, review, and report on active and recent jobs, standing fixed cost chargeable activities, long-term recoverable contracts, projects, and short-term recoverable work, to ensure proper system set up and account mapping.
  • Analyze and check for accuracy and correctness in recoverable amounts, estimating, payments, invoicing, deposits, and other financial matters, report specifics and on general trends and metrics as required.
  • Assist the department manager in administration of the Job Cost accounting system, including system and report setups.
  • Administer the financial and administrative processing of financial obligations related to capital assets, including on all residential developments, line extensions, and similar projects subject to economic modeling and capital contributions as per the Distribution System Code.
  • Provide results of modeling for approvals and initiate collection and/or payments, track, maintain, and reconcile developer liabilities, and review for settlement of financial obligations.
  • Complete annual updates of economic evaluation model and other models as required, perform project reviews and reconciliations for residential developments, and ensure that all parties fulfill service agreement obligations before settlement of developer liabilities.
  • Analyze and recommend reduction or release of third-party Letter of Credit related to residential developments or other capital projects.
  • Assist with preparation of year-end reporting to external auditors.
  • Prepare journal entries and assist in the month-end close process, other ad-hoc reporting as required.
  • Provide training and advice on accounting requirements and capital-related regulatory requirements.
  • Perform other duties as required which may be considered part of these responsibilities.
Requirements
  • 3 to 5 years related experience.
  • Proficient in Microsoft Office applications (Microsoft Word, Microsoft Excel, Microsoft Outlook, etc.).
  • Proficient in report writing and data mining tools.
  • Excellent verbal and written communication skills.
Education
  • Accounting Designation (CPA, CGA, CMA or equivalent).
  • University Degree in accounting or business administration.
  • Minimum 3 to 5 years accounting/finance experience.
