Role Overview

The Identity and Access Management (IAM) Manager will be responsible for upholding IT security standards throughout the organization. This position involves overseeing the planning, execution, monitoring, and enhancement of effective IAM operations, ensuring compliance with regulatory requirements and industry best practices. Leading a team of Analysts, the IAM Manager will manage and direct the administration of user access and privileges programs while developing strategies and systems that govern access to organizational resources.

Key Responsibilities

  • Recommend and spearhead the implementation of processes, procedures, and technological solutions to advance the Identity and Access Management program.
  • Oversee and coordinate Identity and Access monitoring activities, assess risks to Metrolinx, report findings to senior management, and propose remediation strategies.
  • Develop and implement the IAM strategy in collaboration with business and data owners.
  • Lead the implementation and management of access control mechanisms, including role-based access control (RBAC), single sign-on (SSO), and multi-factor authentication (MFA), to protect sensitive information and prevent unauthorized access.
  • Manage the complete lifecycle of user identities, ensuring timely updates to user accounts and permissions as employees and contractors join, move within, or leave the organization.
  • Facilitate incident response, collaborating with Security Operations and IT Operations to address critical incidents impacting IT security and infrastructure.
  • Conduct regular risk assessments to identify potential security vulnerabilities and compliance gaps related to identity and access management, developing strategies to mitigate risks.
  • Continuously innovate IAM solutions and strategies.
  • Utilize data analytics and reporting tools to enhance operational efficiency in user activity monitoring and security incident investigations.
  • Assist in selecting cost-effective security controls to mitigate identity and access risks.
  • Work closely with Security Operations and IT teams to respond to cybersecurity incidents in real-time.
  • Support IT Security Governance, Risk, and Compliance (GRC) and Architecture teams in implementing standards to manage cybersecurity risks associated with technology solutions.
  • Provide expertise on industry standards, regulations, and best practices relevant to Identity and Access Management.
  • Develop metrics and key performance indicators (KPIs) to assess the effectiveness of IAM controls.
  • Manage annual and long-term budgets, ensuring activities remain within budgetary limits.
  • Lead and manage a team of cybersecurity professionals, including security administrators and analysts.
  • Monitor staff performance and work assignments to ensure adherence to timelines and objectives.

Qualifications

  • A degree in Business, Engineering, Information Systems, Computer Science, or a related field, or an equivalent combination of education and experience.
  • Proven experience in Identity and Access Administration, IT Administration, or a related field, with a focus on IT security and IAM.
  • Experience managing projects and leading teams.
  • Professional security management certification is advantageous, such as CISSP, CISM, CGEIT, CRISC, or CISA.
  • Certifications in CAMS, Okta, Microsoft Windows Administration, or Microsoft Certified: Identity and Access Administrator Associate are beneficial.
  • Extensive operational experience with IAM and cybersecurity tools, including Active Directory, Microsoft Entra ID, Okta, SailPoint, and CyberArk.
  • Strong understanding of security principles and access control models.
  • In-depth knowledge of authentication protocols, directory services, and identity federation technologies.
  • Excellent communication and interpersonal skills, with the ability to convey cybersecurity concepts to diverse audiences.
  • Familiarity with information security management frameworks, such as ISO/IEC 27001, ITIL, PCI-DSS, and NIST.
