Position Overview:

Tk'emlúps te Secwépemc (TteS) is a progressive organization dedicated to the advancement and welfare of its Band Members and Community. We are seeking qualified, motivated, and dynamic individuals to fill the position of Leasing Officer.

Department: Lands, Leasing & Tax Department

Supervisor: Manager, Lands and Leasing

Employment Type: Full-Time, Permanent

Role Purpose:

The Leasing Officer is responsible for the planning, management, drafting, administration, execution, and monitoring of TteS Permits, Licenses, and related Band Council Resolutions. This role requires adherence to Indigenous Services Canada (ISC) policies and procedures, as well as various TteS bylaws, laws, regulations, guidelines, and land use plans. The position also involves negotiating terms and conditions of Section Permits, Timber, Sand and Gravel Permits, and Water Licenses under the Indian Act, in alignment with TteS Section 60 Delegated Authority.

Key Responsibilities:

  • Maintain up-to-date knowledge to effectively plan, manage, draft, and administer the execution and monitoring of Permits, Licenses, and related Band Council Resolutions, ensuring compliance with relevant Acts, Regulations, and Policies.
  • Assist in the administration of bylaws and guidelines, ensuring the development and implementation of established policies and agreements.
  • Conduct research, draft processes, and manage registration fees for all Permits and Licenses as directed by Chief and Council.
  • Provide notifications to Permittee and Licensee regarding upcoming appraisals and assist appraisers with necessary documentation.
  • Perform encumbrance checks and Land Status Reports as required.
  • Update computerized systems and maintain accurate records of registered documents.
  • Conduct compliance monitoring through desk audits to ensure adherence to timelines and obligations by Permittee and Licensee.
  • Fulfill fiduciary obligations by conducting research and recommending policy changes as necessary.
  • Draft legal documents and correspondence, preparing reports and briefing notes for stakeholders.
  • Collaborate with team members to enhance departmental efficiency and effectiveness.
  • Provide updates for the Lands and Leasing section on the TteS Website and other communication platforms.
  • Attend and participate in meetings, team activities, and workshops.
  • Maintain confidentiality regarding all matters related to TteS affairs.
  • Other related duties as necessary.

Qualifications:

  • Education and/or training in Reserve Land and Environmental Management.
  • 1-3 years of experience in a related field, including real estate or surveying.
  • Knowledge of First Nation lands, environmental law, and contract management.
  • Proficiency in standard computer applications and record-keeping systems.
  • Preferred qualifications include expertise in Native Property Law and a diploma in Business Administration or a related discipline.
  • Must possess a valid Class 5 BC Driver's License.

Work Hours: Normal Day shifts – 7 hours. Non-normal shifts may be required.

Compensation: $22.59-$33.22/hour based on education and experience.
