Position Overview:
Tk'emlúps te Secwépemc (TteS) is a progressive organization dedicated to the advancement of its Band Members and the broader community. We are seeking qualified, motivated, and dynamic individuals to fulfill the role of Leasing Officer (Permits, Licenses).
Department: Lands, Leasing & Tax Department
Supervisor: Manager, Lands and Leasing
Employment Type: Full-Time, Permanent
Purpose of the Role:
The Leasing Officer is responsible for the planning, management, drafting, administration, execution, and monitoring of TteS Permits, Licenses, and associated Band Council Resolutions. This includes adherence to Indigenous Services Canada (ISC) policies and procedures, as well as various TteS bylaws, laws, regulations, guidelines, and land use plans. The role also involves negotiating terms and conditions for Section Permits, Timber, Sand and Gravel Permits, and Water Licenses under the Indian Act, in accordance with TteS Section 60 Delegated Authority. Additionally, this position supports daily operations and special projects within the department.
Key Responsibilities:
- Maintain up-to-date knowledge to effectively plan, manage, draft, and administer Permits, Licenses, and related Band Council Resolutions, ensuring compliance with relevant Acts, Regulations, and Policies.
- Assist in the administration of bylaws and guidelines, ensuring the development and implementation of established policies and agreements.
- Conduct research, draft processes, and manage registration and fees for all Permits and Licenses as directed by Chief and Council.
- Provide notifications to Permittee and Licensee regarding upcoming appraisals and assist external appraisers with necessary documentation.
- Perform encumbrance checks and prepare Land Status Reports.
- Update computerized systems and spreadsheets related to registered documents, ensuring significant information is communicated to relevant parties.
- Conduct compliance monitoring through desk audits to ensure adherence to timelines and obligations by Permittee and Licensee.
- Fulfill fiduciary responsibilities by conducting research and recommending necessary policy changes.
- Provide information and support to complete transactions for Permittee, Licensee, Members, and Council.
- Maintain current knowledge of applicable Acts and regulations to ensure compliance.
- Draft legal documents and correspondence, preparing reports and briefing notes for various stakeholders.
- Collaborate with team members to enhance departmental efficiency and effectiveness.
- Update the Lands and Leasing section of the TteS Website and other communication platforms.
- Participate in meetings, team activities, and workshops, maintaining confidentiality in all matters.
- Perform other related duties as required.
Qualifications:
- Education and/or training in Reserve Land and Environmental Management.
- 1-3 years of relevant work experience in real estate, surveying, or First Nation Land Studies.
- Experience in land management, environmental law, and contract management.
- Proficiency in standard computer applications and databases.
- Preferably possess Paralegal expertise in Native Property Law.
- A diploma in Business Administration, Law, or a related field is preferred.
- Must hold a valid Class 5 BC Driver's License.

Work Hours: Normal Day shifts – 7 hours, with potential for non-standard shifts.
Compensation: $22.59-$33.22/hour based on education and experience.
