POSITION TITLE: Property Management Officer (Permits and Licenses)

DEPARTMENT: Lands, Leasing & Tax Department

SUPERVISOR: Manager, Lands and Leasing

TERMS: Full-Time, Permanent

Purpose of Position:

The primary objective of this role is to strategize, oversee, draft, manage, and evaluate TteS Permits, Licenses, and associated Band Council Resolutions, while adhering to Indigenous Services Canada (ISC) policies and procedures, various TteS bylaws, laws, regulations, guidelines, master plans, designations, and land use plans. This position will also negotiate terms and conditions of Section Permits, Section Timber, Sand and Gravel Permits, and Section 81 Water Licenses under the Indian Act , in alignment with TteS Section 60 Delegated Authority. Furthermore, this role supports daily operations and special initiatives within the Department.

Duties and Responsibilities:

  • Stay informed to effectively plan, manage, draft, and oversee the execution and monitoring of Permits, Licenses, and related BCRs, considering various Acts, Regulations, By-laws, Laws, Guidelines, Master Plans, Designations, and Land Use Plans while negotiating terms and conditions of agreements (95%)
  • Assist in the administration of by-laws, laws, guidelines, master plans, designations, land use plans, policies, and procedures, ensuring the development and implementation of all established policies, procedures, and agreements while negotiating terms and conditions of Section Permits, Section Timber, Sand and Gravel Permits, and Section 81 Water Licenses under the Indian Act and in accordance with TteS Section 60 Delegated Authority.
  • Conduct research, review, draft processes, and collect related registration and other fees for all Permits, Licenses, and related BCRs as requested or approved by Chief and Council.
  • Notify Permittee and Licensee of upcoming appraisals and assist external appraisers with fee reviews, providing necessary documentation and communications.
  • Perform encumbrance checks and Land Status Reports.
  • Update computerized systems and spreadsheets of registered documents, distributing significant information to designated staff, TteS departments, and outside agencies as necessary.
  • Conduct monitoring and compliance through desk audits to ensure:
    • Timelines for Permittee and Licensee are met by sending notices for Fee Review, Expiry, Insurance renewal, and other covenants identified in registered documents;
    • Account searches and on-site visits, proceeding to default letters and follow-ups with Permittee and Licensee as necessary.
  • Fulfill TteS fiduciary obligations by conducting research and recommending necessary changes to policy and bylaws.
  • Provide information, action, or consent to complete transactions for Permittee, Licensee, Members, and Council.
  • Maintain current knowledge of various Acts, jurisprudence, environmental, and other relevant regulations.
  • Mediate, assess, and draft permits, licenses, and their related BCR documents in accordance with policies, procedures, and requirements.
  • Monitor, review, and interpret draft land survey plans from Permittees and Licensees, ensuring accuracy and compliance with By-law, requesting re-processing of incorrect documents when required.
  • Draft various legal documents and correspondence using precedents, preparing draft reports, briefing notes, and docket responses for the Permittee, Licensee, Minister, Chief and Council, and Management.
  • Collaborate with all team members to ensure efficiency and effectiveness within the department and department projects, providing support for the Lands and Leasing team as needed.
  • Update the Lands and Leasing section of the TteS Website (Lexéy'em, other communication forms) Strategic Plan, Action Items, and High-Level updates.
  • Perform all duties in accordance with TteS policies, standards, and procedures.
  • Attend and participate in various meetings, team activities, projects, and workshops.
  • Maintain confidentiality regarding all matters related to TteS affairs.
  • 5% Other related duties as necessary.

Professional Certification, Education and Experience:

  • Education and/or training in Reserve Land and Environmental Management is required.
  • 1-3 years of work experience in a similar field, including real estate, surveying, or First Nation Land Studies is required.
  • Experience in First Nation lands, environment, law, and contract management is preferred.
  • Proficiency in keyboarding, word processing, spreadsheets, the Internet, photocopiers, scanners, databases, Indian Land Registry System, Google Earth, ERips, and other standard computer applications is essential.
  • Paralegal expertise in Native Property Law and Legislation is preferred.
  • Experience in computerized record keeping is an asset.
  • Knowledge of the Indian Land Registry System (ILRS) is preferred.
  • A diploma in Business Administration, Law, or a related discipline is required.
  • A current valid Class 5 BC Driver's License is mandatory.

This position does not have direct budget responsibility; however, it is responsible for ensuring ongoing annual permit and license revenue is current (e.g., appraisals for Rent Reviews and expiries, and addressing defaults when accounts are outstanding).

Supervision or Training Duties:

This position does not have supervisory duties but may be required to mentor staff or summer students.

HOURS OF WORK: Normal Day shifts – 7 hours. Non-normal shifts may be required.

PAY GRADE: $22.59-$33.22/hour based on education and experience.
