POSITION OVERVIEW

The Project Development Leader is tasked with overseeing the initiation, planning, design, risk evaluation, and successful delivery of a diverse portfolio of complex social, affordable, and mixed-market housing projects, including group homes and specialized facilities. This role encompasses all phases of project development, from initial conception to warranty inspection and occupancy. The individual will provide leadership and coordination to a project team, collaborating closely with project sponsors and partners, such as non-profit organizations, private developers, consultants, industry experts, contractors, government agencies, municipal officials, health authorities, First Nations, and various stakeholders to achieve project goals. Responsibilities may vary based on the role BC Housing assumes in each project, whether as a funding and delivery agency or as a project manager and lender for directly managed initiatives. The position is accountable for ensuring all due diligence is conducted and that funding and financial models comply with provincial fiduciary standards.

CANDIDATE REQUIREMENTS

The ideal candidate will possess the following qualifications:

EDUCATION & EXPERIENCE:

  • A university degree in business administration, project management, land use planning, real estate development, financing, or a related discipline.
  • Significant project management experience in the development of multi-unit residential housing, including experience in the non-profit sector, as well as skills in negotiating contracts, municipal land use entitlements, real estate matters, and partnership agreements.
  • Alternatively, an equivalent combination of education, training, and experience deemed acceptable by the employer.

KNOWLEDGE, SKILLS, AND ABILITIES:

  • Extensive knowledge of project management principles, including project scoping, budget development, financial oversight, scheduling, tendering, quality assurance, risk management, and team coordination.
  • In-depth understanding of real estate development and construction processes, along with related business concepts and practices.
  • Strong familiarity with municipal planning, public consultation processes, design and delivery methods, project tendering, and construction protocols, as well as warranty and operational processes related to real estate.
  • Working knowledge of BC Housing's housing programs and development policies, particularly concerning social housing initiatives.
  • Excellent planning, organizational, and time management skills in a dynamic environment with established timelines.
  • Proficient negotiation, facilitation, influencing, and conflict resolution abilities.
  • Strong interpersonal skills, with a focus on project leadership and team collaboration.
  • Exceptional oral and written communication skills, along with effective presentation capabilities.
  • Competent in using relevant business applications, particularly advanced spreadsheet, scheduling, and project management software.
  • Ability to coordinate planning, design, development, and due diligence activities within a regulatory framework for various projects, balancing diverse interests and risks to achieve objectives.
  • Skilled in analyzing complex issues, strategizing solutions, mitigating risks, and making informed decisions with sound judgment.
  • Proven ability to cultivate and manage collaborative relationships with stakeholders, partners, and public interest groups.
  • Capable of preparing detailed reports on real estate property, planning, design, development, and construction topics.
  • Proficient in communicating complex ideas to a wide range of audiences, including industry professionals and stakeholders with differing objectives.
  • Ability to work effectively within a team setting.
  • Willingness to travel as required.
  • A valid BC Driver's License and access to a reliable vehicle.
