The Financial Services Branch delivers timely guidance and expertise in financial planning, contracting, reporting, operations, performance planning, and administrative services, all while managing the ministry’s fiscal resources.
The Contract and Procurement Unit provides centralized contract and grant management advice and support to Ministry staff and stakeholders. We are dedicated to ensuring transparency, compliance, and effectiveness in procurement processes, making sure public funds are managed responsibly and effectively. Role Responsibilities

Reporting to the Team Lead, Contracts and Grants, the Contract and Grant Specialist ensures the Ministry’s procurement and grant management processes are effective, transparent, and compliant with Government of Alberta policies and legislation.
You will provide expert advice and oversight across the full contract and grant lifecycle, supporting tender development, risk assessment, negotiations, and compliance monitoring. This role supports ministry staff in delivering programs that advance environmental protection and sustainable development for Albertans.

Key Responsibilities:

- Lead and continuously improve grants and contracts management processes.

- Standardize workflows and resolve issues within grant and contracting programs.

- Recommend policy and procedural enhancements to support Ministry goals.

- Provide guidance on procurement policies, legislation, and compliance.

- Review business cases and manage tendering and contract award processes.

- Draft, review, and maintain contract and grant templates and documentation.

- Monitor deliverables, payments, and compliance with contractual terms.

- Provide technical support, advice, and dispute resolution for staff and stakeholders.

- Build and maintain relationships with internal teams, external partners, and vendors.

- Develop and deliver training, resources, and best practices for grants and procurement processes.

The Contract and Grant Specialist supports team cohesion while promoting accountability and transparency.

Qualifications

Required:

- A completed university degree in a related field, preferably in Business Administration, Management, Economics, Finance, Accounting, or Commerce.

- A minimum of two (2) years of directly related experience in procurement, contract, and grant management.

Equivalency:

- Related experience or education may be considered as an equivalency on a one for one basis.

Assets:

- Experience developing training materials, manuals, templates, or guidelines for contracts or grants management.

- Experience with contract and grant management software, data analysis, and reporting tools.

- Experience with government policies, procedures, and legislation related to contracts, grants, and procurement.

This competition is to fill two positions: one permanent and one temporary (12 months) based in Edmonton. The roles follow a Monday to Friday schedule, 8:15 AM to 4:30 PM (36.25 hours/week).
The positions are primarily office-based and involve regular interaction with stakeholders, senior leadership, and vendors. Responsibilities include managing multiple priorities, meeting tight deadlines, and addressing sensitive or complex issues. Occasional travel may be required.
