The Procurement Specialist III is a professional position in the Contracting, Procurement and Supply Management (CPSM) Department. This position is responsible for coordinating activities relating to the competitive bidding process, sourcing strategy, negotiations, preparing contract documents, assisting with contract implementation and assisting with contract management. This Procurement Specialist III position will join the team accountable for Facilities, Environmental Services and Retail Contracting which supports the procurement needs of various AHS departments including Facilities Maintenance, Construction/Design, Property Management, Parking Services, Sustainability, Energy Management, Environmental Services and Retail Food Services. The Procurement Specialist III role entails strategic negotiations, managing and administering various types of agreements, developing collaborative relationships with a wide range of internal and/or external stakeholders, and assessing the needs with AHS to identify emerging issues. This important position requires a strong working knowledge of healthcare facilities, construction projects, facility/equipment maintenance, implementation strategies, attention to details, ability to prioritize among multiple initiatives and timelines. The Procurement Specialist III works independently but is supported by a team of other Procurement Specialists, Category Leads and Management. This position can be located anywhere within Alberta. As a Procurement Specialist III, you will showcase your excellent customer service skills and ability to communicate effectively with staff and external vendors. You will develop new contracts and contract amendments that create value and mitigate risk to AHS. You will be responsible for coordinating all activities related to the competitive bidding process including RFx evaluations preparing contract documents, assisting with contract implementations and managing contracts within their assigned categories in compliance with AHS procurement processes, policies and guidelines. Completion of post-secondary degree in Business or Supply Management. Completion of post-secondary degree in Business or Supply Management. Experience in competitive bidding processes (ideally negotiated request for proposals) and writing/negotiating resultant contracts. Knowledge of business and contractual law concepts and economic drivers that factor into business agreements. A proven track record for demonstrated application of business strategy, planning, process development, negotiation and contract monitoring/maintenance. Ability to design and format complex documents, including spreadsheets, reports and contracts. Must be proficient in Microsoft Office applications (Outlook, Word, Excel, Access, etc.). Critical thinking and problem-solving skills, with the ability to identify key issues and risks, create practical options/recommendations, and develop strategic solutions. Experience writing contracts or other equivalent documents with demonstrated attention to detail and accuracy is essential. Contract management experience with the ability to use technical skills and knowledge for problem-solving and to tactfully address sensitive issues. Effective communicator with collaborative communication skills, who consistently produces clear and concise written work. Specific operational experience and knowledge of the delivery of services/products related to construction and facilities maintenance & management within a hospital and/or non-hospital setting is preferred. Experience in complete life-cycle contract management is preferred. Combination of education and experience may be considered. Experience in MS Access, SharePoint, Visio are all assets.
