The primary responsibilities for the job are to perform project management and professional engineering design work as a large capital project engineer to develop and manage capital improvement projects primarily for the construction of new distribution/transmission mains and/or water production and treatment facilities. Supervise, plan and coordinate the activities of 2 water utility engineering staff in the design of water main installation projects and the development and oversite of water utility asset management program. This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm. Open until filled. First review - November 20, 2025.## **Job Details****Essential Functions:*** Managing and designing capital water projects and supervising others to manage and design capital water projects. Duties include; developing and overseeing the development of plans, specifications, cost estimates, and bid documents for water system improvements; preparing staff reports for City Council; working closely with operations and construction staff to provide technical support in solving problems; developing RFQ's and administering consultant contracts; managing engineering consultants; coordinating with County and State roadway departments, other utility agencies, and other City departments for project development, design, costs, and scheduling; navigating various permitting processes to obtain permits for construction in compliance with all local, state, and federal laws and regulatory codes.* Provide review and recommendations to managers in the development of regulatory planning documents such as the updated Comprehensive Water Plan which analyzes the water system's ability to meet future demands over the next 20 years to determine where system improvements might be needed.* Attending public meetings and presenting project information. Answering project-related questions from the public and developing informational literature with the help of our Public Communications Director as needed on a project-by-project basis.* Direct and supervise staff within the water engineering team. Conduct performance evaluations, coordinate training, work with employees to correct deficiencies, and implement hiring, discipline, and termination procedures. Recommend, withing departmental policy, appropriate service, and staffing levels.* Oversee water engineering staff in the coordination and prioritization of roadway coordination and the design of water utility projects with County Public Works, Washington State DOT, and other utility agencies and engineering groups.* Coordinating and providing staff training for the design and construction of capital water main projects. Performing day-to-day department administration work related to; details, standards, design schedules, code and policy, the development of interlocal agreements, training, and answering questions.* Oversee staff in the preparation of engineering designs, specifications, costs, and quantity estimates of public works projects; obtain required easements or permits for water system construction. Prepare request for proposals and bids; review contract bids and proposals; manage coordination and review of consultant’s design work. Coordinate with GIS staff and oversee prioritization of water system projects related to areas of responsibility.* Provide highly responsible and complex staff assistance to the Water Engineering Program Manager.* Perform other duties and responsibilities as assigned.## **Qualifications****Experience and Education*** Five (5) years of increasingly responsible professional civil engineering experience, including at least two years of lead supervisory and project management responsibility.* Equivalent to a Bachelor's Degree in civil or environmental engineering from an accredited college or university with major course work in civil engineering or a related field.* Equivalent combinations of education and experience may be considered.**Computer Skills*** Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint.* Basic knowledge of hydraulic modelling software* Basic knowledge of GIS software* Intermediate knowledge of AutoCAD software**Required Licenses and/or Certifications**Possession of:* A certificate of registration as a Professional Civil Engineer in the State of Washington or ability to obtain through reciprocity from another state within six (6) months.* Valid driver’s license**Knowledge*** Principles of supervision, training, and performance evaluation* Principles and practices of civil engineering and administration* Specialized knowledge of water utility production and distribution systems* Principles and practices of water system design* Terminology, methods, practices, and techniques used in technical civil engineering report preparation* Principles of mathematics as applied to engineering work* Principles and practices of project and construction management* Pertinent federal, state and local laws that pertain to: municipal water system design and operations* Modern office procedures, methods and computer equipment* Use of personal computers and basic software**Abilities*** Plan, organize, and supervise the work of professional and technical staff* Train and evaluate subordinate staff* Manage large and complex engineering projects* Ensure project compliance with appropriate Federal, state, and local rules, laws, and regulations* Coordinate phases of construction projects and prepare progress reports* Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals* Conduct comprehensive engineering studies and develop appropriate recommendations* Perform technical research and solve difficult engineering problems* Prepare and maintain technical civil engineering records and prepare comprehensive reports* Compile rough technical data and prepare statistical and narrative reports from field studies* Develop, review and modify civil engineering plans, designs, and specifications* Manage multiple projects and priorities* Exercise professional engineering judgment to achieve results consistent with objectives* Operate a personal computer and appropriate software* Work in a manner consistent with the City of Vancouver’s Operating Principles* Work and act as a team player in all interactions with other City employees* Provide a high level of customer service at all times* Project and maintain a positive image with those contacted in the course of work* Develop and maintain collaborative and respectful working relationships with team members and others* Consistently provide quality service* Maintain regular and dependable attendance* Demonstrate a commitment to valuing differences among people and to being inclusive.* Show the utmost respect for others, and act as a team player.* Promote safety as a guiding principle and a regular practice in accomplishing work by focusing on safe practices and complying with safety and health policies and procedures.* Recognize unsafe conditions which may be hazardous to an employee or to the public.* Responsible for ensuring a safe workplace in compliance with applicable policies, procedures and regulations.
