We’re currently recruiting for a Civil Engineer 2 – Surface Water. The primary responsibilities for the job are to perform project management and professional engineering design work as a capital project engineer to develop and manage capital improvement projects primarily for the construction of new distribution/transmission mains and/or water production and treatment facilities. This person shall also represent the water engineering group in various work groups, manage grants and loans, and lead consultants and engineering technicians on assigned projects. This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm. Open until filled. First review - November 26, 2025.## **Job Details****Essential Functions:*** Perform work as a project manager to oversee hiring and management of consultants in the design of new distribution/transmission mains and/or water production and treatment systems. Manage all aspects of the design process and provide direction to consultants and internal technical staff to ensure successful delivery of assigned projects. Perform field work to review and check adequacy and accuracy of preliminary layouts, computations, all stages of design work, and survey data. Research and ensure compliance with applicable codes, regulatory requirements, and necessary construction permits. Host and attend project design meetings to coordinate projects internally and externally for utility work within the City and County.* Prepare engineering plans, specifications, costs and quantity estimates of public work projects; obtain required easements or permits for water systems for construction. Prepare request for proposals and bids; review contract bids and proposals; coordinate and review consultant design work and in-house operations projects.* Work with internal procurement staff to prepare bid packages, requests for qualifications, and consultant contracts. Work closely with water operations and maintenance staff to coordinate design and construction of facilities. Provide support to construction staff and water operations staff during construction. Complete final project close out to ensure record drawings along with necessary engineering documents are properly retained. Prepare staff reports, attend city council meetings and neighborhood meetings.* Work with other city work groups in the areas of GIS, asset management, and water operations to aid in the development and implementation of the agency wide asset management program as it relates to water system facilities and underground infrastructure.* Track progress on assigned projects to ensure compliance with designated time and cost schedules for project completion including site visitations, field investigations, and evaluations.* Work with other city work groups in the areas of construction, grants/financing, permitting, GIS, and water operations to ensure projects are completed on schedule and meet all requirements.* Respond to public or other inquiries related to engineering policies and procedures on specific projects, system problem areas, and other divisional information.* Participate in the initial planning of projects to be proposed and make recommendations to assist managers in establishing schedules and budgets.* Assist higher-level staff with the budgeting of division resources and development of division staff utilization plans. Make recommendations to management.* Assist higher level staff with coordination and prioritization of roadway coordination and the design of water utility projects with County Public Works, Washington State DOT, and other utility agencies and engineering groups.* Perform other duties and responsibilities as assigned.## **Qualifications****Experience and Education***Associate Level** An Engineer-in-Training (EIT) who has passed the Fundamentals Exam with a minimum of two years civil engineering related experience is desired.* Equivalent to a Bachelor's Degree in Civil Engineering or related field*Civil Level** Three (3) to four (4) years in the field of engineering with an emphasis on project management* Equivalent to a Bachelor's Degree in Civil Engineering or related field**Computer Skills*** Knowledge of Geographic Information Systems and AutoCAD* Advanced skills in Microsoft Word, Excel, Outlook, PowerPoint.**Required Licenses and/or Certifications***Associate Level** An Engineer In Training (EIT) who has passed the Fundamentals Exam with a minimum of two years civil engineering related experience.* Possession of a valid driver’s license.* Ability to obtain a professional engineering license in the State of Washington within 2 years from the date of hire.*Civil Level** Possession of a Certification of Registration as a professional engineer in the State of Washington (or ability to obtain through reciprocity within one year).* Possession of a valid driver’s license.**Knowledge*** Principal and practices of civil engineering* Principles and practices of project management* Principles and practices of water distribution and treatment systems design and other related engineering disciplines* Industry standards and codes as they pertain to the design of public water systems* Terminology, methods, practices, and techniques used in technical civil engineering report and project estimate preparation* Principles of mathematics as applied to engineering work* Understanding of engineering documentation, technical report writing, and formal report writing* Recent developments, current literature, and sources of information regarding civil engineering* Pertinent federal, state and local laws that pertain to: civil engineering practice* Modern office procedures, methods, and equipment* Use of personal computers and software**Abilities*** Communicate clearly and concisely, both orally and written to a diverse group of engineers, operations staff, managers, consultants, technicians, community members, and others.* Resolve regulatory, public relations and system design questions by exercising professional engineering judgement to achieve results consistent with objectives.* Manage the design work on engineering projects to develop construction documents.* Ensure project compliance with appropriate Federal, state, local rules, laws, and regulations.* After design completion, support the bidding and award process and monitor and support internal City construction staff throughout project construction.* Conduct comprehensive engineering studies and develop appropriate recommendations.* Perform technical research and solve multi-disciplinary engineering problems.* Prepare and maintain technical civil engineering records and prepare comprehensive reports.* Compile rough technical data and prepare statistical and narrative reports from field studies.* In coordination with consultants, develop bid ready documents in the form of engineering plans and technical specifications.* Operate a personal computer and appropriate software for engineering and asset management.* Work in a manner consistent with the City of Vancouver’s Mission, Vision and Values.* Work and act as a team player in all interactions with your supervisor and all
