This position is based at our Vancouver Head Office. The Human Resources Specialist is responsible for various administrative tasks related to the recruitment of hourly roles and leads full cycle talent acquisition and onboarding for salaried hours across all divisions. Within the scope of learning & development this role coordinates and facilitates L&D programs for all our employees enhancing the talent and capability of our teams.
The Human Resources Specialist works closely with the Human Resources Advisor (Employee Relations) and supports employee relation matters on an as needed basis. Other responsibilities will include administrative support of HR Corporate programs and initiatives.
Based on the responsibilities of the role, the Human Resources Specialist needs to have high attention to detail and the ability to handle highly confidential information. The Human Resources Specialist provides support to the business, thinks proactively and demonstrates a strong sense of urgency in the recruitment processes.
This is a full-time, permanent position reporting to the Corporate Manager of Human Resources.
**Annual base salary range**: $55,000 - $60,000

**ACCOUNTABILITIES**:
Talent Acquisition
- Establish excellent working relationships and build partnerships with leadership to deliver efficient and effective recruitment support.
- Lead all talent acquisition processes for salaried administrative roles.
- Coordinates HR administrative tasks for the recruitment of hourly roles (skilled trades & industrial).
- In collaboration with hiring managers draft job ads and job descriptions for all roles.
- Conduct background checks and references checks as per WCRL policies.
- Manage internal recruitment opportunities and external job board postings.
- Conduct analysis on job & posting metrics for reporting and to evaluate the effectiveness of various recruitment streams.
- Coordinate and manage external recruiting efforts such as career fairs.
- In collaboration with the Corporate Human Resources Manager, review, update & implement recruitment & development policies, procedures and programs.
- Manage WCRL’s corporate careers page and third-party recruitment related company pages to ensure content is aligned with WCRL’s value proposition.
- Oversees the recruitment & onboarding functions within the HRIS system.
- Develop and coordinate WCRL’s employee onboarding activities for salaried roles.

Learning & Development
- Administers hourly employees’ Apprenticeship Programs and other external learning & development programs to ensure course milestones are met and workforce development goals are achieved.
- Work closely with the management team to determine and execute on hourly employee’ development plans and strategies.
- Lead the effective utilization of WCRL’s training platform.
- Develop and examine third party training resources to assist with the development of employees.
- Support and develop training initiatives in accordance with WCRL’s HR strategy.

HR Corporate Programs & Initiatives
- Create and actively support employee engagement & employee relations initiatives.
- Works collaboratively with the HR Team, Divisional Managers and other stakeholders to carry out initiatives, programs, and projects related to the strategic HR roadmap.
- Identify and implement improvements in HR operations (e.g. HRIS, payroll, HR administration, onboarding).
- Make recommendations and suggest solutions to common and recurring Human Resources related issues to the Manager of Human Resources.
- Foster a positive team and company culture by ensuring treatment of others is respectful and aligned with company values.
- Perform other duties as assigned by Manager.

**THE IDEAL CANDIDATE**:

- Post-secondary education in Human Resources, Business or a related field required.
- Possession of a CPHR designation or in progress toward obtaining designation is required.
- Minimum of 2 years’ experience in full cycle recruitment is required.
- Other experience in HR administration, compensation, learning & development or employee relations is an asset.
- Prior experience in skilled trades recruiting either in-house or agency is advantageous.
- Self-motivated individual who is proactive, takes initiative, and is results oriented.
- Excellent organizational and time management skills.
- Ability to manage multiple tasks, prioritize work and exercise initiative to ensure high quality service in a high paced environment.
- Flexible with a “can-do” and “no task is too big or too small” attitude
