**Role**:
The Facilities Manager is responsible for the effective and efficient management of an assigned portfolio of government owned and/or leased facilities, with the reliable and responsive operation of facilities essential for the delivery of programs and services by Alberta Government ministries.
This position manages a multi-disciplinary team of supervisors, staff members, consultants, and/or contractors providing comprehensive facilities management services, including those relating to mechanical and electrical system operation, occupational health and safety, emergency planning, security, energy management, and building and grounds maintenance.

Reporting to the Director, the Facilities Manager performs work in accordance with relevant legislation, policies, guidelines, standards, and procedures, as well as applicable municipal and code requirements

Key responsibilities of the Facilities Manager include, but are not limited to:

- Ensuring the assigned portfolio of facilities is operated in a safe, responsive, energy efficient, and environmentally responsible manner
- Ensuring the asset value of the assigned portfolio of facilities is maintained through the management of preventative maintenance programs and facility evaluations
- Establishing scope, terms, and cost estimates for property management service contract and ensures contracts are administered in fair and equitable manner
- Ensuring that payable and receivable leases associated with the assigned portfolio of facilities are managed in accordance with lease terms and conditions
- Ensuring that physical security and emergency management plans and protocols are implemented and maintained for the assigned portfolio of facilities
- Developing and managing manpower, contracted operations, and utilities budgets to ensure proper control and accounting of costs, as well as managing budget and financial administration functions to ensure expenditures comply with Ministry financial and administrative guidelines.

**Qualifications**:
Minimum Requirements:

- University graduation in Engineering, Commerce, or another related field
- PLUS 4 years of related property management experience (including experience managing budgets, contracts, projects, leases, and human resources)
- Related experience or education may be considered as an equivalency on a one for one basis
- The following property/facility designations will also be considered, supplemented by experience that will equal to 8 years of combined education and experience:

- A RPA, CPM, or CFM designation

Other Requirements:

- Supervisory experience
- Technical experience in building-related disciplines

Preference will be given to those with the following assets:

- Knowledge of government ministries and mandates, decision making processes and applicable directives and policies, financial and administration directive, and expenditure authorization
- Experience with contract, lease, and project management. Including contract law, negotiation and dispute resolution
- Knowledge of principles and practices relating to maintaining the asset value of facilities, including the development of short and long-term preventative maintenance and energy management plans and implementation
- Experience with budgeting and forecasting principles and techniques to manage facility operating budgets
