Job Summary

UBC’s strategic plan sets out our collective vision, purpose, goals and strategies for the years ahead and it guides our decisions and actions. Within the plan are strategies related to thriving communities, inclusive excellence and indigenous engagement. The Procurement Program Manager is responsible to lead, mobilize, develop and implement new procurement approaches, programs and projects at UBC to forward these strategies related to Indigenous Procurement, Inclusive Procurement, Sustainable Procurement, and more.

The incumbent will design the program plan and lead the execution strategy for key programs in alignment with current procurement processes, with a view to promoting these programs to the diverse communities within UBC. The Procurement Program Manager will initiate, develop and maintain effective collaborative relationships with SMEs, client departments and employees to ensure the implementation of the program framework and governance. Also, the Procurement Program Manager will make sure that the project and work teams are aligned to effectively deliver on operational requirements, processes and procedures.

All procurement activities shall be in accordance with the University's standard practices and all municipal, provincial and federal laws. The incumbent will comply with Supply Management's code of ethics.

Organizational Status

Reporting to Senior Director, Finance Services & Strategic Procurement, the Procurement Program Manager works closely and liaises with Financial Operations staff and establishes and maintains close working relationships with administration, management, faculty and staff of all levels at the University.

Work Performed

The Procurement Program Manager works independently and proactively under the general direction of the Senior Director, Finance Services & Strategic Procurement, to provide detailed consultation, leadership, guidance and strategic advice on Indigenous procurement, Inclusive procurement, Sustainable procurement and other strategic projects. The main areas of responsibility and associated responsibilities are listed below.

Program Development - Procurement Programs:

- Develop annual plans and lead working groups to achieve milestones and implement new approaches at UBC
- Develop relationships with UBC experts in the relevant areas to build connections with their programs and procurement initiatives
- Develop relationships with external relevant organizations or institutions to learn what they are doing in these areas and leverage at UBC if possible
- Support the Procurement team to develop capacity to implement and provide leadership to clients on the changes
- Accountable to shift the “paradigm” towards selecting and embracing Indigenous, Inclusive and Sustainable vendors, demonstrating the strategic importance in alignment with UBC’s current and future vision and business objectives.

Program Delivery - Procurement Programs:

- Facilitates outreach to Indigenous communities and businesses to support engagement and business development through educational and other initiatives. Lead the development and execution of Indigenous community engagement and consultation plans, focusing on collaboration and open dialogue.
- Leads Working Group meetings, responds to Supplier queries, and manages procurement records and reporting requirements for all Procurement Programs.
