**Position Summary**:
The Manager of Learning and Development manages the enterprise planning, design, delivery, and reporting of the employee learning and leadership professional development programs for Seneca. The incumbent researches, assesses training needs, develops and implements programs, establishes service delivery guidelines, processes, policies, budgets and oversees daily administration to support overall operational objectives and effectiveness. The incumbent will continuously measure and report on performance outcomes that support the professional development of Seneca employees. The incumbent is responsible for ensuring that learning and development strategies and programs support the Seneca Strategic Plan and Au large objectives, to positively impact employee learning and development. This role works closely with internal teams and external partners to identify key competencies and skill gaps, develop specialized training and strategies that supports the attraction, development, and retention of employees across the employee life cycle.

**Responsibilities**:
**Research and Intelligence Gathering**
- Partner with Director, Talent Management, to develop and execute strategies for internal needs analysis and requirement gathering for all leadership and employee development.
- Research innovative learning and development vendors, partners, instrumentation, and technology to identify existing and future needs and initiatives that are appropriate for leadership and staff.
- Conduct internal needs analysis, focus groups and other forms of data gathering and analysis to determine future learning requirements and capabilities.
- Stay abreast of industry trends and collaborate with representatives of other post-secondary institutions to build partnerships and share/leverage practices.

**Leadership and Employee Development Programming and Initiatives**
- Develop, implement, and manage timely and effective leadership and learning programs and initiatives to enhance the skills, success, and engagement of Seneca managers.
- Lead the development, sustainment and advancement of Seneca’s competency and capability model, learning and leadership pathways ensuring integration into programs aligned to the employee lifecycle, beast practices and Seneca’s strategic plan.
- Facilitate development of Seneca Leadership development strategy and programs including management essentials, advanced leadership, executive leadership, high potential and mentoring/coaching programs
- Oversees the development and implementation of tools and resources to support programs including learning guides, job aids, SharePoint site and others as needed.
- Integrate and leverage a blend of formal classroom learning, online (e-learning/LMS), coaching/mentoring, on-the-job development and other social media, and innovative practices.
- Work closely with senior management team across the college to identify and anticipate learning needs of all levels.

**Administration and Operational Management**
- Manages the daily operational delivery of learning inbox, annual course planning, evaluate and acquire appropriate resources, budget tracking and analysis, marketing and communications, and other reporting and tracking as required.
- Oversee and manages the LMS and any other systems and system integrations to support learning and leadership program.
- Manages and oversees contracts and vendor management and evaluation of vendor performance.
- Evaluate the effectiveness of all program offerings and ensure the timely execution of programs, developing benchmarks and metrics to evaluate the effectiveness, taking appropriate measures to adjust and improve.
- Provide effective communications on training and professional development opportunities in a timely and relevant manner.

**Team Leadership**
- Maintain a high level of staff performance through effective recruiting, selecting, training, developing, motivating, and evaluating staff.
- Hires, directs/supervises and negotiates with external consultants, trainers and facilitators to provide relevant and timely programs and services in a cost-effective, high-quality manner.

**Qualifications**:
**Education**
- A completed four (4) year bachelor’s degree in Education, Adult Education or Human Resources.
- If Adult Education was not included in bachelor’s degree, additional certification is required.

**Experience**
- Nine (9) years of related experience in Learning Operations and Adult Learning principles and program design
