Reporting to the Program Manager - Emergency Planning, the Coordinator - Community Engagement, is primarily responsible for the development, implementation, and maintenance of the City’s Emergency Program Department community engagement initiatives aimed to foster and develop a resilient and prepared community within the City of Richmond. The Community Engagement Coordinator is regularly engaged with community members, businesses, and organizations in the course of their work.

The Community Engagement Coordinator develops private and public partnerships and represents Richmond Fire-Rescue and the City’s Emergency Programs Department at conferences, community meetings, and other public meetings and associations as applicable.

Additionally, as all members of the Emergency Programs Department, this position will be required to take on weeklong on-call duty shift rotations, be prepared to backfill other coordinators in their absence, and serve in the City’s Emergency Operation Centre during activations and in support of special events. The majority of work will be conducted in an office environment, but occasionally you will be expected to deploy to events and work in more austere conditions as required.

**Key responsibilities**:

- In line with direction from the Program Manager, lead program development activities to include research, concept development, consultation, drafting, and implementation of a community engagement model to increase community resilience in the City of Richmond.
- Develop targeted outreach strategies to increase community participation and engagement with preparedness initiatives.
- Plan and coordinate community engagement events.
- Identify strategies in coordination with the program manager to develop and enhance partnerships with advisory committees, civic associations, community, faith-based groups, special needs groups, and both public and non public organizations.
- Maintain competencies through identification and participation in professional development opportunities.
- Maintain the Emergency Program Department’s website and monitor relevant social media accounts.
- Be prepared to act as the Public Information Officer in the event of an emergency or related event.
- Advise and support senior City staff in emergency response planning, operations, and recovery.
- Be prepared to act in any position within an emergency operations centre.
- Assume on call duties and be prepared to respond to events on a rotational duty shift schedule.
- Perform other duties as assigned.

- Meet and deal tactfully, effectively, and diplomatically with city staff, outside agencies, and members of the public.
- Strong leadership and project management skills.
- Experience managing and performing in a high stress environment.
- Independently identify, prioritize, and action tasks in support of the Emergency Programs Team.
- Identify and tailor communication styles to audiences across multiple modalities.
- Contribute and coordinate work in a team to include managing others in a crisis situation.
- Build rapport and relationships with diverse community partners and members of the public.
- Make logical assumptions and risk-based decisions based on mínimal information.
- Be comfortable communicating with senior city staff and officials.
- Adapt, orient, and perform in unfamiliar and dynamic environments.
- Collaborate with, and exercise initiative with considerable independence of judgement in meeting overall direction and objectives as established by management.
- Considerable knowledge of emergency management legislation and regulatory requirements.
- Experience working with volunteer and community organizations considered an asset.
- Articulate clear, relevant, and concise recommendations and advice both verbally and written.
- Identify areas for improvement and provide comprehensive and innovative solutions.
- Ability to learn and utilize technology for program and information management.
- Intermediate to advanced skill level in software such as the Microsoft Office suite of programs and Adobe.
- Experience in webpage design.
- Successfully clear a Police Information Check (PIC).
- Demonstrate fluency in, and the ability to write formal correspondence and documents in English.
