**Overview**:
This position will conduct Park and Open Space planning studies, community engagement activities, short and long range planning with work projects that will support the areas of Parks Planning, Design, Construction and Urban Design. The Research Planner will also be responsible for the planning, design, construction and project management of park, public open space, and urban design projects with both major and minor capital budgets. Evening and weekend work will be required for meetings, open houses, or other operational demands. This position reports to the Manager, Parks Planning, Design and Construction, and works closely with Parks Operations and Parks Programs staff.

**Examples of key responsibilities include, but are not limited to**:

- Lead the planning, design and construction of a wide range of open space, park and community initiated capital projects.
- Provide landscape architecture design services or manage consultants to provide design services.
- Perform field reviews of parks and public realm works constructed through servicing agreement.
- Contributes to a variety of projects or processes, as either leader or team member.
- Assembles, researches, analyzes and interprets a wide variety of data relevant to planning programs and projects.
- Participates in strategic planning and park master planning processes and delivers associated plans and reports.
- Leads successful community participation and engagement, develops and implements stakeholder and community consultation, and builds consensus amongst diverse stakeholders.
- Works and consults with multiple internal stakeholders including Planning and Development, Engineering and Public Works, Recreation and Cultural Services, and Environmental Sustainability.
- Effectively manages work programs, multi-disciplinary teams, including consultants, deadlines and budgets.
- Represents the Community Services Department at internal and external meetings.

**Knowledge, Skills & Abilities**:

- Knowledge of community planning and landscape design practices, principles, techniques and methods applicable to the work performed and of the current trends and developments in community, social and ecosystems planning within the parks, recreation, arts, heritage, and culture environments.
- Knowledge of the rules, regulations, policies, bylaws and objectives governing the work.
- Ability to plan and lead a strategic planning process including identifying innovative ideas and concepts, visioning, problem solving, removing constraints, analyses, options evaluation, and formulating recommendations.
- Ability to perform complex and politically sensitive problem solving.
- Skill in strategic and innovative thinking such as recognizing and thinking in terms of the interconnectedness of social, economic, environmental, and political issues.
- Ability to develop conceptual plans and prepare or oversee preparation of detailed design and specifications for park and trail developments.
- Ability to coordinate the implementation of park and trail development projects with other municipal staff and monitor the work in progress, and ability to direct the work of technical staff as required.
- Ability to read and interpret engineering plans and specifications.
- Ability to manage construction budgets and perform complex multi-year project management such as a 2 to 10 year planning for parks and open space or urban development projects, including involvement in the procurement process and overseeing the work of consultants.
- Ability to manage multiple deadlines, produce high-quality products, produce high volumes of work, and demonstrate a positive and proactive work ethic.
- Skill in preparing clear and concise reports and recommendations to be presented internally or externally as required; able to make effective public presentations.
- Ability to lead and facilitate meetings and workshops (staff, community members, consultants).
- Ability to communicate effectively in a multicultural environment with strong verbal, written and interpersonal communication skills, to establish and maintain effective working relationships with internal and external contacts, to provide advice and assistance on park projects to departmental staff and members of the public, and to represent the department as required.
