The City of Edmonton is committed to ensuring that the vulnerable Edmontonians have access to the critical services that they need through City Policy C620 - Supporting Vulnerable People During Extreme Weather Conditions. Reporting to the Program Manager of Homelessness Prevention, the Extreme Weather Response Coordinator takes policy and implements into action. In this role, the successful incumbent will work with internal and external partners to ensure that the critical emergency support services are in place for people experiencing homelessness, including maintaining, developing, updating, and implementing strategies, services, and programs that ensure the health and safety of all Edmontonians especially during extreme weather events.

Your Success will be measured by the ability to achieve timely results in the context of a respectful, inclusive and service-minded work culture. With a focus on the City of Edmonton’s Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, the incumbent is accountable for:

- Work directly with external stakeholders on the development and implementation of a variety of solutions to support Edmontonians experiencing homelessness, including logístical advice and support
- Maintain relationships and connection with the emergency shelter system, including monitoring and evaluating the performance of the shelter system, liaising with operators to improve or expand services, and connecting routinely with the Government of Alberta and Homeward Trust Edmonton to coordinate efforts
- Establish and maintain positive work relationships with internal partners, other orders of government and community stakeholders including the homeless serving sector, EPS, Peace Officers, Fire and Rescue
- Prepare and implement comprehensive project management plans with consideration of diverse internal and external stakeholders. Project plans include: policy/initiative development, program implementation public and internal engagement planning, research, and, evaluation plans
- Identify and assess issues and problems at the community and system levels, and propose potential solutions
- Prepare Council Reports, research reports, briefing notes, memorandums, evaluation summaries, and other relevant documents that are accessible, well-cited, and help to achieve the City’s affordable housing and homelessness goals
- In collaboration with communications and engagement partners, design and execute effective public and internal engagement processes to involve stakeholders in decision making and policy development
- Respond quickly and succinctly to urgent requests and questions from City of Edmonton’s Executive Leadership Team and City Councillors
- Gather and share information, stay abreast of trends in municipal government and local issues in the community
- Establish criteria for program evaluation and assist in the development and implementation of program monitoring, performance evaluation & evaluation tools

**Qualifications**:

- A Bachelor’s Degree in Social Sciences, Human Ecology, Social Work, Recreation Administration, Planning, Public Administration or other related human services program. A Master’s Degree would be considered an asset
- A minimum of five (5) years of progressively responsible experience in strategic planning, project implementation and management, social service program delivery or other related work
- An equivalent combination of training and experience is an asset
- Proficient in building strong relationships and partnerships both within the corporation and with external agencies, other levels of government and stakeholders
- Demonstrate experience leading complex projects
- Considerable knowledge and expertise in time management, prioritization, and organizational skills with the demonstrated ability to prioritize and coordinate work to a tight deadline
- Exeptional verbal and written communication, presentation, and facilitation skills
- Understanding and knowledge of the political process involved in gaining support and approval of recommendations and initiatives
- Ability to work diplomatically and persuasively with community groups, agencies, and organizations, and to work collaboratively with supervisors, teammates, and external partners
- Demonstrated ability to adapt quickly and contribute to a high performing team through integration, collaboration, and individual leadership
- Excellent skill and ability with Google Workspace such as Gmail, Google Docs, Google Sheet, Google slides
