**Responsibilities**:
PRIMARY PURPOSE

Monitors and coordinates the daily operation of the West Coast Express service to ensure a safe, efficient operation; ensuring that emergency services are dispatched, and appropriate personnel notified when necessary; and receiving alarm calls and dispatching relevant personnel.

KEY ACCOUNTABILITIES

Acts as the WCE contact on duty to coordinate and communicate emergencies and service disruptions, receiving information from and passing information to WCE Management, Bombardier Train Crews and Management, CP Rail Management, station personnel, Coast Mountain Bus Company, SkyTrain, SeaBus, Police, Fire and/or Ambulance, and others. Coordinates and dispatches staff and resource and makes decisions regarding critical incident management such as train-to-train rescue plans and bus bridging.

Monitors activity and system status at West Coast Express Operations Center, receiving information on the status of service delivery throughout the system and informing appropriate personnel of issues. Provides customer updates during service interruptions utilizing the station PA system and station PLED system. Coordinates bus rescue measures during service disruptions. Determines bus resources required and secures resources from Coast Mountain Bus Company and private contractors.

Develops and facilitates Critical Incident & Service Recovery training involving internal and external stakeholders. Designs and delivers specified training packages. Prepares operating plans for special trains, such as Santa Trains and Fireworks Trains, and forwards operating plans to appropriate personnel and contractors.

Monitors winter conditions and liaises with Facilities to optimize snow and ice removal and management. Monitors various systems including but not limited to Global Positioning System (GPS), CP CTC Overview, Ticket Vending Machine System (AFCMS) Station CCTV System, Fleet Complete (Security Patrol GPS) and dispatches security staff and ticket vending machine technicians as and when required.

Receives and records operating events, including personnel start/finish times, service incidents, accidents, hazard identifications, ticket vending machine problems, and any other system error or failure, in the operations database. Receives and ensures completion of accident/incident reports and hazard reports and takes initial action to mitigate risks where and as appropriate.

Produces a variety of operation’s reports on a regular basis including, but not limited to, the Weekly Operations Report, Monthly Operations Report, TVM Performance Report, Consist Report, Accident/Incident Report, and Hazard Report.

Maintains and revises operating and procedure manuals including, but not limited to, the Operations Procedure Manual, Critical Incident Manual, Operations Training Manual, Emergency Procedure Manual, and Station Attendant Manual. Supports the manager in developing manuals as and when required.

**Qualifications**:
EDUCATION:
The competencies for this position would be acquired through successful completion of post-secondary education related to Operations, Transportation or related field plus three (3) years of related experience in client service-oriented organization.

OTHER REQUIREMENTS:
Strong interpersonal skills including tact and diplomacy

Strong verbal and written communication skills with ability to handle customers on a day-to-day basis.

Solid analytical skills to input and format data within databases

Strong organizational skills to coordinate multiple tasks and projects

Proficiency on all office software, including word processing, spreadsheet, and presentation software.

Valid Class 5/7N Driver’s License.

Previous railway operations, emergency management, customer service experience is an asset.

**Other Information**:
Recruitment Process: An applicant will be required to demonstrate their suitability for this position by meeting the minimum level of qualifications and experience in order to be invited into the selection process. A standard interview format will be used including general, scenario and behavioural descriptive interview questions.

**Work Schedule**:
37.5 hours per week.

This is a causal position.

**Rate of Pay**:
Salary $63,697 - $79,621 per annum (Actual salary offered will be commensurate with education, experience and internal parity).
