This is a hybrid position with a mix of in-office and remote work. Work arrangements will be discussed with hiring managers per departmental guidelines.

Your role

Reporting to the Senior Manager, Finance & Administration, Arts, Variety, Factual and Sports Programming, you will administer budget activities for the division, primarily for Olympic production; ensure production of the appropriate reports; and provide support on projects managed by the Senior Manager. You will also supervise the human resources reporting to this position.

Where planning and budgeting are concerned, you will formulate and issue strategic recommendations to leadership (senior directors, directors and managers) as well as to all departments you serve. You will be responsible for ensuring that budget targets are met as well as for co-ordinating budgeting and expense reconciliation activities. You will also co-ordinate, consolidate, analyze and prepare surplus/deficit projections.

You will negotiate contractual agreements (talent, contributors, services, rentals, etc.) to secure the necessary resources for program production or for the division, and for which an estimate or a budget has been approved. Negotiations shall be conducted consistent with the terms of collective agreements as well as prevailing conditions in the market and industry.

You will support production by optimizing resources, timelines and appropriate production methods.

This position is based in Montreal.

Responsibilities:

- Manage and execute planning, budgeting, forecasting, analysis and business reporting for the division, primarily for production of the Olympic Games (production based in Montreal and in the host country).
- Administer operations, primarily Olympic operations, with the Montreal and Toronto teams.
- Attend planning and production meetings to monitor expenditures identified under your responsibility.
- Provide detailed analysis of business operations, including monthly and quarterly expenditure tracking and budget variances, recommending and implementing courses of action to maintain budget integrity.
- Present results to the Senior Manager, Finance, and the Senior Director, Programming.
- Provide guidance on cost effective-production schedules to make daily business decisions for production units in order to achieve overall program objectives.
- Negotiate agreements (talent, contributors, services, technical rentals/purchases, accommodations, etc.) to secure the necessary resources for program production and for which an estimate has been approved, consistent with the terms of collective agreements as well as prevailing conditions in the market and industry. Verify and analyze the appropriateness of equipment purchases and/or rentals. Approve invoices and expenditures made for program production or for the division.
- Provide financial support and guidance for complex projects such as federal elections and evolving technical aspects tied to production of live events.
- Interpret, explain, report on and provide advice on business management issues to senior management, program producers and other non-financial programming managers.
- Manage competing priorities for resources and identify incremental funding requirements when necessary; be able to interpret programming requirements in terms of both budgetary and human resources required.
- Work in conjunction with Human Resources and Procurement to ensure that staffing and contracting adhere to agreed terms.
- Ensure compliance with labour agreements, corporate policies and Corporation/industry business practices.
- Act as lead expert and key contact for SAP/BW inquiries and CBC/Radio-Canada policies, including procurement, travel and employment.
- University degree in finance, accounting or administration.
- Recognized accounting designation (CPA or equivalent) an asset.
- Five or more years’ budget and/or project management experience.
- In-depth knowledge of television, radio and digital production and programming methodologies.
