**Duties and Responsibilities**:
Responsible for managing and administering the day-to-day operations and delivery of procurement services for research and operations at Carleton University. The Manager is responsible for managing the team within the Procurement Services (PS) team who are dedicated to the execution of campus-wide procurement activities required by various departments and researchers (excluding those related to construction and capital), contributes to the broader delivery and enhancement of procurement services, including sustainable, accessible, and social procurement frameworks, and is responsible for ensuring all procurement is performed in adherence to policies and regulations.

**Qualifications**:
The incumbent must possess the following qualifications:
? Knowledge of operational management and leadership concepts practices including program/service delivery models, policy development, planning, budgeting, performance measurement management, and human resources
? Knowledge of procurement program design, delivery, assessment, and evaluation methodologies, processes, and practices
? Knowledge of relevant governing legislation, procurement and contract case law, collective agreements, policies and procedures
? Knowledge of office as well as the broader university academic units, departments, and divisions
? Knowledge of research agency procurement requirements, including large-scale infrastructure and equipment projects and fair market value assessment frameworks (e.g., Canadian Foundation for Innovation, NSERC, etc.)
? Knowledge of office productivity software and databases, internet browsers and search engines, discipline-specific software, enterprise software, and technology devices
? Knowledge of construction and capital project procurement at Canadian public sector organizations is an asset.

**Education and Experience**:
The above is normally acquired through the completion of:
? Completion of a bachelor’s degree in business administration, commerce or related discipline
? Certified Supply Chain Management Professional (CSCMP), or equivalent accreditation (e.g., CPPO); project management certification is an asset.
? Minimum of six years of previous procurement experience including three years of management and leadership experience
