Are you an experienced and passionate change management professional who wants to drive transformative and systemic change in support of policing and community safety in the city of Edmonton?

As Edmonton continues to grow and evolve, so does the Edmonton Police Service (EPS). To support the ongoing transformation within the EPS, an Enterprise Project Management Office (EPMO) has been created. One of the key responsibilities of this office is developing a change management framework for EPS to improve how we connect and align projects and the impacts they have across the Service. Working with key stakeholders throughout the organization, we want to improve how we assess and manage the tremendous amount of change we are undergoing.

Reporting to the leader of the EPMO, the Organizational Change Manager (OCM) will be the driving force behind establishing our organizational framework for managing change. Key aspects of your role will be to:

- Collaborate with cross functional stakeholders to create a roadmap that will enhance organizational change management at EPS and integrate it into the fabric of EPS’ work. This will involve current state assessments on EPS’ existing processes and capabilities for managing change, as well as defining target states across the full spectrum of managing change. This includes our approach on individual initiatives and ensuring we have alignment on tools etc., as well as things such as communications and training strategies (both for leadership and frontline personnel), managing and enhancing our change network, etc.
- Establishing a model for integrating/aggregating change assessments and forecasting change impacts and tolerances. This will mean working across the entire organization to gain a deeper understanding of functions, teams, and their processes to identify potential change impacts. It will also mean translating assessments into data and generating reports from it. We are keen on the human side of change, but we’re also keen on using data to quantify, plan and assess.
- Taking a lead role on the implementation of strategic initiatives. We are a lean team so we need someone who can help build a model/framework for the organization, but also roll up their sleeves and drive implementation on assigned/prioritized initiatives.
- Providing leadership, coaching and support of key stakeholders to evolve and continuously improve how we manage change.

Qualifications:

- University Degree in Business Administration, or a related field. A graduate level degree or beyond is an asset.
- Credentialed Organizational Change Management certification such as CCMP or Prosci.
- Minimum five (5) years of progressive professional experience in leading complex cross-functional projects, including:

- leading analysis activities such as business cases, resource management, budget modeling and research analytics.
- facilitation activities/workshops. Building trust with leaders will be key to success.
- demonstrating excellent written, communication, and presentation skills, including creating and providing presentations, briefings, and reports that convey simple and clear messaging based on complex and large information. You must be able to plan, prioritize and lead multiple activities with mínimal direction
- demonstrated expert level proficiency with the Microsoft Office Suite, particularly use of Project, Excel and PowerPoint. It is important that the selected person demonstrate very strong skills with data and spreadsheets as we generate, analyze and use data to manage the portfolio of strategic initiatives within EPS.
- proficiency with Microsoft 365, particularly working in Sharepoint (inc Teams).
- Experience working in a professional project management and/or organizational change management office
- Experience working directly with senior management in an organization of comparative size and scope to EPS
- Experience in a leadership capacity, including mentoring and coaching
- Certification or designation in the following will be a strong asset:

- Project management
- Process improvement
- Business analysis
- Training or instructional design
- Coaching
- Demonstrated experience working with diverse teams/individuals. Certifications or training such as Indigenous Awareness training and GBA+ will be considered an asset.
- Ability to develop and maintain effective working relationships with diverse stakeholder groups at both frontline and senior levels utilizing superior interpersonal skills
