Purpose of Position

Key Responsibilities- Leads the development and implementation of strategies and administrative policies, privacy best practices, processes and business methods/tools, and communication products that guide FSRA’s obligations and compliance with FIPPA.- Leads the analysis of FSRA’s policies, practices, activities, and services (i.e., website(s), electronic filing, administrative processes, tools, systems, records/records retention) and develops recommendations for improvements and provides advice to management on information management requirements to ensure compliance with legislation and sound records management practices are followed.- Consults on internal corporate policies and procedures with potential FIPPA implications.- Plans, coordinates, and implements the ongoing delivery of formal/informal, customized/generic training and education initiatives for all levels of staff.- Coordinates the review and analysis of requests including preparing notices, communicating with requesters, making disclosure recommendations, managing fees, tracking, and managing legislated timelines.- Leads and administers the mediation and appeals process and coordination of complex, politically sensitive and contentious cases by liaising with program areas and legal counsel, preparing written submissions on behalf of the organization, overseeing the coordination of documentation, affidavits and identification of participants in the inquiry.- Provides support to senior management in representation of FSRA’s positions and findings before the Information and Privacy Commissioner (IPC) and related dissemination of Orders/Decisions and compliance requirements.- Leads the organizations’ response and investigation of privacy breaches and complaints.- Leads privacy projects for the development and implementation of business solutions including assessing/evaluating implications, identifying business/service issues/problems, analyzing business processes and data/workflows, and developing options for process redesign.- Conducts Privacy Impact Assessments (PIA) for the organization and following up on the recommendations identified in the PIA.- Prepares and submits the organization’s annual report to the IPC and ensures publication and reporting requirements established by FIPPA are followed.- Coordinates and tracks all information sharing with other organizations under a Memorandum of Understanding agreement, ensures sharing is in compliance with FIPPA.- Develops and maintains relationships with stakeholder groups (internal and external) to support the research/development of coordinated best practices and effective freedom of information request response processes.

Qualifications:
Education and Experience- University degree in Public Administration, Law, Records Management, Information Management or a related field or a combination of education, training and/or experience deemed equivalent.- A minimum of 4 years’ experience working with the Freedom of Information and Protection of Privacy Act (FIPPA) and experience interpreting legislation, directives, guidelines and policies/procedures and advising on related obligations and responsibilities.- Certified Information Privacy Professional for Canada (e.g., CIPP/C) an asset.

Knowledge and Skills- Demonstrated knowledge of the Freedom of Information and Protection of Privacy Act (FIPPA) related legislation, regulations, principles, philosophy, guidelines, directives, procedures, decisions and IPC policies and Orders to provide advice and recommendations on FIPPA obligations and responsibilities., analyze requests for disclosure/exemption and ensure compliance with FIPPA requirements.- Demonstrated knowledge of the theory and practice of business process modeling, capability maturity modeling and quality systems, in order to plan and undertake process re
