**Job Posting**
- The management of parking is an integral component to HRM’s overall mobility framework. The Parking Services Analyst is responsible for a variety of tasks related to ensuring that parking is being managed effectively and meeting the needs of residents, businesses, institutions, and Regional Council including supporting the management of parking technology. Reporting to the Team Lead, Senior Advisor, the Analyst is required to balance priorities and work independently on a variety of tasks.**DUTIES AND RESPONSIBILITIES**
- Have awareness of the needs of communities, businesses, institutions and Regional Council in developing and implementing policy to effectively manage parking supply.
- Identify and manage the parking supply within the Municipality; including accessible parking inventory, paid and hourly parking on-street.
- Manage the public-facing GIS database for Parking Services.
- Conduct parking availability and utilization surveys and audits.
- Address parking-related client issues received through 311 and other sources.
- Respond to residential requests for parking control changes: including conducting assessments, generating regulation changes, corresponding with residents.
- Maintain and update the GIS database of Regional Centre parking supply.
- Design and undertake field surveys of parking utilization and compliance monitoring, focusing on business districts and high-demand residential areas.
- Support the review of other jurisdictions and market scans related to best practices in parking planning, policy and measurement.
- Produce a range of documents including reports, maps, presentations and briefing notes.
- Establish mechanisms to accurately measure supply and utilization of parking and the effectiveness of parking policy and keeps HRM’s parking benchmarks updated.
- Support the management of the Municipality’s parking permit program including changes to the software to update permit zones and management of parking permits when required.
- Perform test and verification activities on updates to the Software as a Service (SaaS) solution.
- Support Parking Service’s Senior Parking Advisor in release management for parking software solution.
- Support development and maintenance of Parking Services policies.
- Other Duties as required

**QUALIFICATIONS**
**Education & Experience**
- University Degree in a related discipline. A suitable combination of experience and education will be considered.

**Technical/Job Specific Knowledge and Abilities**:

- Strong research capabilities and ability to synthesize and document best practices;
- Strong understanding of current parking by-laws, policies, and practices and knowledge of HRM’s organizational structure;
- Knowledge of information technology systems, tracking performance measurement statistics and graphically conveying information to Councillors and the public;
- Commitment to continuous learning and improvement, with participation in training initiatives;
- Working knowledge of Microsoft Office Suite and GIS; and
- Knowledge of occupational health, safety and environmental regulations, statues and practices.

- **WORK STATUS**: Permanent, full time
- **HOURS OF WORK**: Monday - Friday, 8:30 a.m. - 4:30 p.m. Overtime may be required.
- **SALARY**: $38.48 per hours as per NSGEU Local 222 Collective Agreement, Level 8
