We are hiring a full-time, permanent **Manager, Stormwater Planning** position working out of Edmonton, AB.

As the Manager, Stormwater Planning, you would lead a team of engineering professionals and technologists who are responsible for developing, reviewing, and updating the EPCOR Water Services stormwater integrated resource plan (SIRP). This plan informs and supports capital investments, operational initiatives, and Performance Based Rate filings. You would also oversee the development of green hectares and low impact development (LID) strategies, strategies to mitigate overland flooding issues, and climate adaptation strategies. In addition, you are responsible for reviewing and up keeping the Drainage Design and Construction standards, including the modernization of the standards.

What you’d be responsible for
- Identifying and implementing process changes to ensure effectiveness and efficiency in the planning and execution of projects and programs related to SIRP.
- Removing roadblocks and addressing problems to ensure annual targets can be met.
- Building and maintaining industry connections and collaborating cross functionally with customers or stakeholders to create understanding and resolve any issues.
- Developing the SIRP to support PBR filings, the SIRP risk assessment tool in GIS, and overseeing the development and QA/QC of the tool and technical documents.
- Developing and presenting business case documentation for stormwater projects.
- Leading stormwater strategy discussions internally and externally, and presenting to the industry and the public; ensuring continual engagement with them on stormwater issues and strategies.
- Participating and engaging with industry on stormwater management best practices, innovations and research.
- Leading and growing a team of professional engineers and technologists.
- Updating the technical components of the Terms and Conditions, Drainage Servicing guidelines, Drainage Design, and Construction Standards.
- Supporting the development of the revised storm water rate structure.
- Liaising with City of Edmonton Planning for implementation of SIRP, Climate Adaptation strategies, and low impact development strategies.
- Liaising with the Edmonton Metropolitan Region Board and other stakeholders on stormwater management initiatives.
- Reviewing City of Edmonton capital projects and ensuring it aligns with EPCORs SIRP strategy.
- Confirming servicing requirements to support brownfield and infill developments.
- Supporting discussions with City of Edmonton Planning teams and the development community in the development of design guidelines and development of design assumptions.
- Reviewing, up keeping, and authenticating the Drainage Design and Construction Standards, and liaising with the City of Edmonton on other portions of the standards that are impacted by stormwater management.
- Developing concept plans for greened infrastructure, and coordinating with major City infrastructure and City plan directions.
- Overseeing the development of the green hectares/ low impact development strategies.
- Ensuring that work is completely safely and efficiently.

What’s required to be successful
- Degree in Engineering (Environmental or Civil preferred; Environmental Science degree will be considered).
- Graduate level Degree, or courses in Water Resources Engineering _would be an asset_._
- Registration with APEGA as a Professional Engineer (or eligible to be registered).
- Policy, Strategic and Adapative Planning Report Writing skills
- 8+ years of progressively responsible professional engineering experience in one or more of the following areas:

- Strategic planning, development, and implementation, and including a risk assessment background,
- Planning, design and operations of stormwater infrastructure,
- Engineering principles and standard practices related to drainage planning and construction.
- 5+ years of management experience leading teams.
- Experience in managing complex projects.
- Experience in development of Climate Adaptation strategies and principles would be _considered_ an asset._
- Experience in a large utility or municipality would be _considered an asset._
- Experience with PBR rate filings and exposure to Cost of Service methodologies; working with municipalities and other stakeholders; and planning, leading and communicating programs, projects or initiatives.
- Advanced knowledge of hydrology and hydraulics and best practices for urban planning servicing.
- Knowledge of Engineering design, construction and project management for sanitary/combined and stormwater infrastructure.
- Strong understanding of underground systems and the interaction with land-based assets.
- Understanding of the Water Cycle interrelationships and primary risk drivers, and
- Understanding of capital strategy development and planning process, capital program development, and capital project delivery.
