**About the position**

Join an innovative, dedicated group of professionals focused on improving the way the City moves. Contribute your program management, business transformation expertise and passion for environmental resilience and sustainability towards implementing a strategy focused on lowering green house gas (GHG) emissions produced by City of Toronto fleets.

This program plans, constructs, and operationalizes charging infrastructure to support zero emission vehicles. It also leads other sustainability initiatives related to City operations, including a comprehensive bicycle program. This program manager will act as a champion and thought leader as it relates to shifting the City’s fleets to zero emissions and drives the necessary processes, policies and change management initiatives to meet the relevant TransformTO goals.

This is an exciting opportunity for a seasoned people leader with extensive experience implementing system-wide change initiatives, executing complex projects with multiple internal and external stakeholders and focused on working collaboratively across teams and facilitating meaningful stakeholder engagement.

With the largest municipal fleet in Canada and one of the most complex fleets in North America, the City of Toronto relies on the Fleet Services Division to provide responsive, efficient fleet management services to City divisions, agencies and corporations that maximize safety and environmental sustainability.

**What you'll do in this role**

As a Program Manager, your duties will include, but not be limited to:

- Manages the development and delivery of a strategic, comprehensive, centre led charging infrastructure program within Fleet Services and relevant City divisions, agencies, and corporations
- Develops and implements new sustainability and GHG mitigating programs including introducing bicycles and other micro-mobility assets into the fleet
- Acts as a thought leader and champion of the sustainability program within Fleet Services and in facilitating the uptake of sustainability actions within relevant partner divisions
- Supervises, motivates, mentors, and develops a team of diverse professionals, ensuring effective teamwork, high standards of work quality, and continuous improvement
- Lead outreach, training and other change management processes to onboard City staff to the use of zero emission vehicles while partnering with relevant internal Fleet Services staff
- Work with other professionals within Fleet Services and client divisions to align activities between teams
- Work with staff to develop policies and processes related to the use of charging infrastructure within City divisions, including the use of data to guide continuous improvement of practices
- Oversee contract management and coordination including building and maintaining relationships with key internal and external stakeholders
- Develop financial and data analytics models to inform senior management of progress and track spending
- Write communication materials including council reports, presentations, stakeholder consultation workshop guides, and reports
- Advise and make recommendations to the senior management team within Fleet Services and other relevant senior leaders within the City of Toronto

**What you'll need to succeed in this role**
- Post-secondary education in a professional discipline pertinent to the job function and considerable senior level experience in the management of complex, multi-stakeholder programs which require delivery under demanding timeframes and conditions, or an acceptable combination of relevant education and experience
- Experience leading meaningful stakeholder engagement processes, including the facilitation of key engagement methods like consensus building and strategic planning workshops.
- Excellent report writing, communication (oral and written), presentation, interpersonal skills and ability to provide timely and comprehensive advice to senior management to assist in evidence-based decision making
- Considerable experience, preparing reports, briefing notes, business cases, strategy and research papers
- Extensive experience in strategic program and project business case development, cost-benefit analysis, industry analysis, and the development and implementation of associated strategies and policies - includ
