**Our Team**:
The Waterloo Regional Police Service (WRPS) and Region of Waterloo (ROW), the “Organizations”, are embarking on a joint partnership to implement a shared Human Experience Management (HXM) solution. As the Organizations endeavor to enhance employee efficiency and deliver the best service possible to their communities, this new HXM solution will provide enhanced strategic value by introducing modern business practices, replacing outdated systems, and enabling a world-class user experience.

The Organizations have partnered with PricewaterhouseCoopers (PwC) for implementation and the contracted solution is the SAP SuccessFactors HXM Suite (cloud-based).

**The HXM solution will provide the following functionality**: Human Resource Information Management, Recruitment Management, Human Resources Compliance and Labour Relations, Payroll & Finance, Talent Management, Organizational Wellness, Advanced Reports & Analytics, and Workforce Management.

As an integral member of the HXM project team, you will assume a leadership role in the successful implementation of the HXM solution and take part in this exciting opportunity for change, innovation, and modernization.

**The Opportunity**:
As Program Optimization Consultant, you will your use your Human Resources expertise to have overall responsibility for the governance of Human Resource processes, process maps, documentation, knowledgebase documentation and HR Intranet. You will ensure that all relevant systems are kept up to date during the transition to the Enterprise HXM.

You will use your skills and experience to bring Human Resource and payroll best practices and expertise to the Department to support future state design and conceptualization.

You will map out processes, create swim lanes, identify interdependencies, and understand where technology can and will be leveraged to refine or eliminate non-value-add process steps.

As a process champion, you will have overall responsibility for the governance of HR processes, process maps, documentation, knowledgebase documentation during the transition to the new system.

Using your knowledge and expertise you will support the design and creation of content and educational materials related to processes and standard operating procedures.

You will have the opportunity to collaborate with Service Delivery business line leaders to identify other changes coming from HR functional areas, prioritize optimization opportunities, and coordinate sequencing across HR.

You will maintain a change log for all processes during the transition, outlining impacts to existing programs, policies, and job descriptions across HR. You will identify specific changes to policy and practice that need to be realigned to the desired future state.

You will monitor and quantify efficiencies across HR stemming from the transition.

You will work in consultation with and support the change management and functional analysts.

You will develop and implement end-user training.

You will maintain a process taxonomy and methodology to organize and assess core global HR processes.

You will regularly review and troubleshoot processes and HR data to identify opportunities for further improvement.

You will support data analysis work to provide relevant, actionable feedback to project team.

You will work in collaborate with the HR Leads to identify and proactively implement solutions to key pain points.

3-5 years demonstrated experience in Human Resource processes and programs.

A bachelor’s degree in human resources or a related field, or an equivalent combination of education, training, and experience.

Knowledge and experience in a process improvement methodology, such as Lean, Six Sigma, human-centred design principles, journey mapping, etc.

Experience in change management practices.

Ability to analyze business processes and systems, identifying inefficiencies and/or required functional enhancements, and documenting business processes and procedures.

Ability to translate business needs into clear requirements that will enable the design of flexible solutions to enable business strategies.

Ability to understand and effectively articulate functionality of technology solutions (SAP SuccessFactors) to business and IT teams at various levels.
