Windigo Community Development Corporation (WCDC) in northwestern Ontario is 100% First Nation owned and was established in the late 1990s. Its First Nation shareholders include: Bearskin Lake First Nation, Cat Lake First Nation, North Caribou Lake First Nation, Sachigo Lake First Nation, and Slate Falls Nation.

The purpose of WCDC is to improve the overall quality of life of the Windigo First Nations through economic development and employment and training for WCDC community members.

WCDC is seeking a business leader to take on the role of Economic Development Officer (EDO) based full-time in Sioux Lookout or Thunder Bay, this position reports directly to the Director of Business Development. WCDC is focused on using innovative business practices that incorporate indigenous knowledge, values, and public involvement to increase productivity of Windigo Community Development Corporations and community-based businesses. WCDC business ventures aim to increase revenue and enhance employment opportunities. The EDO will focus on generating economic opportunities while assuring environmental, economic, and social sustainability for WCDC and its members.

**Economic Development Officer**

**Job Summary**

Reporting to the Director of Business Development, the Economic Development Officer (EDO) is responsible for developing and coordinating the implementation of an Economic Development Strategic Action Plan. The EDO will have a lead role in initiating and leading activities that will attract investment and business opportunities to Windigo Community Partners. The EDO will actively support (and/or lead) business retention through partnerships to enhance development and increase local employment in the area.

**Knowledge**
- Experience implementing economic/business development activities.
- Knowledge of the WCDC culture, history, goals, and aspirations.
- Knowledge in procurement and relevant industries to WCDC, such as food services, mining and construction is considered an asset.
- Demonstrated knowledge of principles and practices of business development, enterprise, innovation, and growth.
- Demonstrated success in building and maintaining relationships with business partners, Indigenous communities, and government.
- Understanding finance models and opportunities for businesses, particularly for First Nations
- owned corporations and band-empowered entities.

- Act as a liaison between local organizations, businesses and individuals, along with representatives of government, business and industry, and other Indigenous communities concerning economic development and other areas as deemed necessary.
- Represent the community at economic conferences at the local, regional and national levels.
- Pursue partnerships to build a regional business centre.
- Develop materials and aid communities in accessing economic resources
- Organize and facilitate events and meetings
- Attend conferences, tradeshows, and career fairs for investment attraction and recruitment.
- Facilitate and/or set up workshops to help first nation members develop and implement business plans.
- **Supports and implements an Economic Development Strategic Action Plan. (35% of time)**_
- Liaise with Consultants to establish and support a new Economic Development strategic Action Plan.
- Participates in the development and implementation of strategies, projects and initiatives for economic development.
- Assist in management of Economic Development budgets.
- Monitors and examines market conditions and emerging trends which may impact existing and potential economic development and recommend appropriate action(s).
- Research private and public real-estate and other economic funding opportunities for WCDC as directed by Senior Management.
- **Participates in business planning, strategic planning, and initiatives in support of economic development opportunities within the Windigo territory. (30% of time)**_
- Participates in the development of economic development strategies, objectives, and long-range plans for economic development within Windigo territories. Including but not limited to:

- Youth in business
- Resource projects -biomass, transportation, and education
- Partner identification
- Business climate
- Economic conditions for business development
- Monitor market analysis and economic opportunities
- Identify opportunities for joint ventures and assist with any negotiations

**Education and Experience**
- Post-secondary degree in Business Administration, Commerce, Economics, Economic Development and Marketing, Public Administration, or equivalent related field of study.
- Experience in business and financial management with an organizational environment
