JOB SUMMARY:

Nodin Mental Health Services (Nodin MHS) is a resource available to First Nations children, youth, adults, and families from 33 remote northern communities served by SLFNHA. Nodin MHS has several services: intake, counsellors travelling to communities, a crisis response program, psychology, psychiatry, community-based children’s mental health and addiction workers, youth school counsellors, and an outpatient mental health service based in Sioux Lookout. Nodin MHS also has case managers who are part of a crisis response/harm reduction mobile outreach team comprising several other partners who help the most vulnerable population in Sioux Lookout.

The Data Analyst & Quality Improvement Lead is responsible for supporting Nodin MHS in their planning, data standards, data cleansing, data retrieval, report creation and analysis of data. This will include the implementation of data quality initiatives, improving the flow and use of information, developing queries and analytical products that support senior management to allow for on-going performance measurement and monitoring. The incumbent will also be expected to work with other decision support specialists on data harmonization and community-based needs assessments, as well as working with Nodin MHS management around reporting accountability.

The Data Analyst & Quality Improvement Lead is directly accountable to the Director of Nodin MHS.

QUALIFICATIONS:
  • Persons of First Nations ancestry will be given preference (OHRC, Part II, Special Employment)
  • A university degree in a related discipline (Business Administration, Statistics, Health or Social Sciences, or Information Management) or equivalent education and experience.
  • Minimum of three (3) years of work experience in a health or social services research environment or a related field, specifically working in planning and/or data management.
  • Project Management certificate or courses would be an asset.
  • Demonstrated expertise in data quality and clinical information management best practices.
  • Experience working with Report Writing software or Statistical Analysis packages (SSRS, SPSS, SSIS, SSAS or Crystal Reports) would be an asset.
  • Experience in leading implementation of new clinical data entry software, including data transfer and database configuration.
  • Strong applied knowledge of one or more EMR systems would be an asset, including entering and extracting data.
  • Knowledge Translation and Mobilization certificate an asset
  • Proficient computer literacy, including the use of Microsoft products (Excel, Word, PowerPoint, Outlook and Power Bi).
  • Extensive working knowledge of Excel an asset
  • Understanding of mental health care system and collaborative approaches to health care delivery an asset
  • Understanding of multi-agency funded environments and the complexity of the reporting requirements therein.
  • Effective communication skills with individuals at all levels of the organization
  • Effective written and verbal communication skills as well as presentation skills
  • Excellent organizational skills with attention to detail
  • Excellent analytical skills
  • Ability to function effectively during periods of rapid change and transition.
  • Knowledgeable of First Nations’ people, history, culture, health priorities and social issues
  • Must be willing to travel by various modes.
  • Ability to communicate in one of the First Nations dialects of the Sioux Lookout region is an asset.
  • Ability to perform the requirements of the position on a regular basis.
ROLES AND RESPONSIBILITIES:
  • Lead the development of information needs identification for the Department, and work alongside the Management team to continually revise data output to address ongoing changes to those needs.
  • Lead the development of data standardization and data input protocols.
  • Manages data accountability in funding agreements with external partners.
  • Develop process training materials and support to Nodin management in having a proficient understanding of data systems, reports and statistical analysis for trending and performance management.
  • Assesses the underlying causes of poor data quality and leads the identification and implementation of data quality improvement initiatives by ensuring high quality data is available.
  • Independently support the department/ organization in data improvement, new software initiatives and best data practices by working closely with HIT and IT team
  • Acts as department lead in new software procurement and development and work directly with external developers to design and implement solutions that fit our needs.
  • Responsible for policy and procedure development for the department as it relates to all data quality and best practices.
  • Creation and analysis of reports and statistics used in decision support or other business projects.
  • Extracts all data required for funders and stakeholders.
  • Verify extracted data against source documentation and develop standard operating procedures for data cleaning.
  • Collaborate and effectively work with all members of Nodin MHS and other departments within SLFNHA and external organizations.
  • Support complete and accurate data entry by developing and implementing systems and protocols and by training staff to use established procedures.
  • Supports management decision making by developing, generating, analysing and interpreting extracted mental health information, and providing analysis and reports as needed to the Nodin Director and other managers.
  • Training and supporting Management to become experts in new data systems to support their staff.
  • Reviewing, improving, implementing, and monitoring process improvement initiations
  • Work with other decision support specialists on data harmonization and community-based needs assessments
  • Works directly with SLFNHA Finance Department by providing data for funder reports in a timely manner.
  • Serves as a subject matter expert in data integrity and leads the analysis of data quality issues, using problem-solving methodologies to recommend corrective and preventative action.
  • Collaborates closely with other department staff/teams engaged in quality improvement to identify performance measurement information and data quality needs.
  • Works closely with Project Manager on implementation of change management as it relates to data and statistical improvement measures.
  • Independently requests information from Management team as representative of the Director.
  • Handling of sensitive/confidential material strictly in confidence in accordance with office policy/PIPEDA/PHIPA.
  • Provide assistance when requested and any other duties assigned.
