HALO Angola is seeking to recruit a Monitoring and Evaluation Coordinator to coordinate the programme’s growing monitoring, evaluation, accountability, and learning (MEAL) activities. This role will report directly to HALO Angola’s Donor Relations Manager, while coordinating closely with Programme Officers and data collection (MEAL) teams to ensure compliance with standards and best practice, and to support the analysis of data and improve organisational understanding about the impact of our work. This is a new role being introduced to support the programme’s expanding socio-economic data collection capacities that are being rolled out across multiple locations.

The Monitoring and Evaluation Coordinator will be responsible for developing, improving, and implementing MEAL systems, processes, and guidelines in the programme. They will work on building the structures and frameworks for integrated MEAL across all of HALO’s activities and areas of thematic expansion, such as mine action and conservation, gender equality and women’s empowerment. The Monitoring and Evaluation Coordinator will have the technical MEAL experience to review and develop tools and methodologies best suited for HALO and the local contexts in Angola. They will also lead on stand-alone evaluations and impact assessments, coordinating with external research partners, as required.

HALO is known for its work to clear landmines and the disposal of other explosive hazards such as bombs, rockets, and improvised explosive devices (IEDs). HALO was established in Afghanistan in 1988 and now employs over 10,000 staff across 28 countries and territories.

HALO has been working in Angola since 1994 and now has over 1,500 staff working across five provinces. The programme currently has 20 ongoing contracts from a diverse set of donors, including institutional, private and corporate for projects across HALO’s three Strategic Goals. As a signatory of the international convention on the ban landmines, HALO supports the Government of Angola to comply with its treaty obligations. To date, HALO has cleared over 100,000 mines and made over 30km2 of land safe for use.

This is a great opportunity to join a programme with a strong team, many of whom have worked for HALO since the early nineties and have a wealth of experience to learn from. There is also a dynamic team of international staff working on the programme, to support operations working across the vast and varied landscape of Angola.

**Responsibilities**:
**Standards and Compliance**
- Work with the HALO Angola programme team to consolidate and strengthen MEAL systems and practices.
- Maintain and update the programme’s Monitoring, Evaluation, Accountability and Learning guidelines, in line with international standards in coordination with the Global MEAL department.
- Coordinate with Programme Officers to monitor and support the development of monthly work plans for the programme’s data collection teams.
- With the Donor Relations Manager, routinely review and develop the programmes socio-economic data collections tools, as required, to ensure they remain fit for purpose and support donor requirements.
- Coordinate with thematic specialists to develop frameworks for integrated MEAL across all of HALO’s activities and areas of thematic expansion, such as mine action and conservation, gender equality and women’s empowerment.
- Advise on the development of results frameworks and indicators.

**Data Analysis**
- Perform monthly quality checks of socio-economic data collected by the data collection teams, identifying non-conformities and issues to the Donor Relations Manager.
- Analyse, consolidate, and share location and programme level findings with the Donor Relations Manager and senior programme staff.
- Lead on the delivery of stand-alone socio-economic impact assessments and research reports.

**Capacity Building**
- Deliver training based on non-conformities identified during data quality checks, to strengthen capacity of the data collection teams and Programme Officers.
- Train new and incoming data collection teams, as required.
- Advise Programme Officers on best practice, and provide guidance where needed.
- Collaborate with other departments, where needed, including the Human Resources department to develop staff surveys.

**Requirements**:
**Essential**:

- Minimum of advanced degree (MSc) in an area of social development, economics, statistics or other relevant discipline.
- Minimum 2 years of practical experience in developing and setting up MEAL systems in a humanitarian context
