Reporting to the Director, Career-Integrated Learning, the Manager, Community Employment Services provides leadership and is accountable for developing, marketing, implementing and managing Employment Ontario Employment Service programs in a cost-effective manner. On behalf of the College the incumbent must constantly be aware of Ministry and funding opportunities that will meet the needs of both Sheridan and the community. The manager will be integral in the transition of existing Employment Services to a new funder (FedCap) and a performance-based funding model. The manager will collaborate with the new funder and staff team to evolve operations to meet new assigned outcomes, which include program objectives, measurable outcomes and quality service. In order to meet the assigned activity target levels, the manager must plan, develop, and maintain partnerships and liaisons with external organizations. The incumbent is responsible for all technical aspects of obtaining and maintaining and upgrading all software and hardware support systems.

What You’ll be Doing

Working with the CES team and Sheridan Administration to facilitate the transition into the new FedCap Employment Services funding model as well as leading the department team to create a cohesive strategy to efficiently administer the Employment Service programs which are funded by the Ministry through FedCap;
Implementing creative, concrete case management strategies to exit clients in order to meet targets set by FedCap;
Developing timely responses to Government and the community and services development and reporting on these programs while ensuring their success;
Designing and implementing operating procedures and processes to ensure program goals are met and exceeded;
Hiring and supervising full-time and part-time staff, Co-op students and volunteers as well as supervising and mentoring team to create collaborative working relationships;
Developing and negotiating budgets that will support the initial proposals of all programs, as well as ongoing monitoring of the budgets to provide effective support to each of the programs;
Developing a variety of statistical reports and related analysis required by the Ministry that will include program activity, targets, costs, outcomes and quality service;
Developing and writing a Business Plan, which is the cornerstone of obtaining all government program funding;
Researching and analyzing labour market data such as demographics employment rates, business development information to provide Provincial government with accurate information and utilizing market data to create partnerships with employers to place clients in an effective manner;
Developing and implementing marketing strategies to increase client activity levels and employer base required to meet program targets; Initiating, developing and negotiating partnerships;
Performing other related duties, as assigned.

4-year degree in Business Management, Organizational Development, Social Services, Finance or a related field

5 years of experience with employment/job training initiatives, change management, and team/operations coordination (equivalency to be considered)

Leadership and operational management experience is preferred

Knowledge of Employment Ontario Employment Services policies, guidelines, and operations is preferred
