**Primary Focus**

Provides pipeline system-related engineering, procurement and construction quality management expertise to support Enbridge’s capital projects as required, including all issues related to quality management systems (QMS) for work processes within Enbridge, for engineering firms providing services and for construction contractors.

The scope of involvement is firstly focused on the safe (not a safety critical role), efficient and effective execution of Projects, facilitating conformance with Company requirements through the development and effective implementation of quality management systems and project-specific quality management plans.

In the broader context the role also provides technical support and participates in the development of Corporate quality programs; advises on the introduction of new technologies, methods and products; and mentors, trains and instructs personnel on quality related matters.

**Specific Accountabilities**
- Assess Company, Engineering Consultants’ and Construction Contractors’ quality management efforts.
- Consult with and direct project quality coordinators to ensure that quality management plans and dependent systems and procedures are developed and implemented to assure compliance with regulatory and contractual requirements.
- Assess the effectiveness of quality planning to ensure that process controls and requisite product and service verification and inspection arrangements are established and adequately resourced for the project.
- Confirm that effective, risk based, internal and external assessment programs are implemented on the projects.

**Scope**
- Directs and assist in the implementation of quality management systems.
- Assists and provides advice regarding the development and management of consultant and contractor quality plans.
- Coaches and mentors project quality personnel to support project QMP implementation
- Provides direction to the project teams regarding recruitment of quality staff in verification and inspection roles.
- Guides Enbridge quality learning objectives and related training.
- Supports in-house education, promotion and awareness programs relating to improving Enbridge Major Projects quality management strategies and practices.
- Maintains up-to-date knowledge of pipeline related technology, regulatory requirements, engineering and construction practices and pipeline project control systems, and identifies opportunities for improved quality management and project execution strategies.

**Contacts**
- Reports to the Manager, Quality Management Office.
- Interfaces with multiple internal stakeholders such as the managers of technical teams, procurement, health, safety and environment.
- Interfaces directly with the quality managers of multiple external stakeholders such as engineering design firms and construction contractors.

**Working Conditions**
- Office environment with moderate travel (20%) to contractor locations and manufacturer facilities.
- Exercises considerable diplomacy dealing with internal and external stakeholders to achieve objectives of this position.

**Knowledge, Skills & Abilities**
- Bachelor’s degree in engineering or equivalent experience.
- A minimum of 10 years of progressively responsible pipeline related engineering experience, including at least two years of quality management.
- RABQSA Registered Principal or Lead Auditor QMS or equivalent
- Detailed familiarity with the ISO 9000 series of standards.
- Strong technical knowledge of project quality management techniques and tools, and of the principles and practices of quality management and the implementation and improvement of management systems. PMI PMP preferred.
- Working knowledge of regulatory requirements in Canada related to pipeline design and construction.
