Purchasing Manager

To develop, negotiate, implement and manage a national purchasing strategy including policies, procedures and processes for all Corporate Office & Field requirements including services, supplies and vendors, and administer certain building standards. Supervise support staff as required to accomplish the objectives of the department.
RESPONSIBILITIES
Cost Management
- Identify national purchasing patterns and trends and anticipate future needs consistent with organizational philosophy and budgetary objectives
- Develop strategies to realize cost-savings from large volume goods and services purchases including appliances, plumbing/electrical/cleaning supplies.
- Negotiate competitive pricing, terms and conditions, service agreements for elevators, mechanical systems, waste collection and pest control.
Compliance
- Project manage the tender process through to completion of major annual property projects such as spring cleaning, roof anchor testing, fire alarm/suppression system testing
- Monitor quality, pricing and service delivery to ensure compliance with negotiated agreements
- Manage all elevator safety related directives and fire safety inspection reports
Administration/Information Management
- Ensure new supply arrangements and related pricing are effectively communicated to all stakeholders
- Assist Purchasing staff in preparing approximately 1,500 purchase orders annually
- Liaise with suppliers to develop and deliver product information
- Update operating budgets annually
Other
- Manage a team and build and maintain relationships with internal and external stakeholders
- Participate in special projects and initiatives as required
REQUIRED SKILLS & EXPERIENCE
- A minimum of 10 years progressive business experience including 5 years at the management level in purchasing, supply management and contract negotiation
- Post-secondary education in Business Management Administration or Purchasing Management or Purchasing Designation (CPSM, CSCP or CPP)
- Holding a Certificate In Property Management and education or experience with fire alarm/suppression systems are considered as asset.
- Property management, construction or engineering industry experience preferred
- Excellent written, verbal, negotiation and interpersonal skills
- Exceptional forecasting ability with strong analytical and interpretive skills
- Demonstrated planning, project management and problem-solving abilities
- Able to manage multiple priorities with urgent timelines
- Hands on mentality, including with administration duties
- Ability to balance service provider relationships with inflationary pressures to ensure best value
- Proficiency with a variety of system software packages, including advanced skills in Microsoft Excel, Word and Outlook, Yardi
