**Major Responsibilities**:

- Researches program development strategies and concepts; plans, designs, implements and evaluates programs to advance the goals and policy initiatives of Arts and Culture Services and to expand participation in community arts programming (i.e. Cultural Hotspot).
- Monitors and evaluates programs and makes recommendations for changes to strategy, programming and budget.
- Writes, researches and develops strategies for programming, stakeholder and audience engagement in outside-the-core communities.
- Provides input on the development of an outreach and promotional strategy to engage artists and arts organizations in Cultural Hotspot, and other programs/initiatives with a broad range of tactics including web, social media, printed materials and in-person and virtual events.
- Assists in planning and implementing an overall arts outreach strategy in target areas, working in consultation with other City staff, community agencies and representatives.
- Researches specific communities, arts programs and funding opportunities and utilizes program/service trends, socio-economic, demographic and other data to develop effective arts programming that engages Black, Indigenous, People of Colour (BIPOC) and equity-serving artists and community members.
- Develops and delivers specific arts programs and services for BIPOC and equity-deserving communities in target areas in collaboration with staff, volunteers and artists including leading and facilitating art workshops, creating exhibits, special events and arts programs for and by BIPOC and equity-deserving community members, and co-ordinating the delivery of projects in a variety of art forms. Assists in the implementation of other programs and workshops as required.
- Establishes and maintains contact with BIPOC and equity-deserving artists, arts organizations and community members to promote awareness of cultural activities and opportunities in their community, and interacts and engages with BIPOC and equity-deserving community members in a variety of local community settings.

**Key Qualifications**:

- Post-secondary degree or diploma in an arts discipline or related field combined with considerable experience in the community arts sector or an approved equivalent combination of education and experience.
- Considerable experience developing, organizing, implementing, monitoring and evaluating art programs, program budgets and community arts initiatives that engage BIPOC and equity-deserving communities to achieve strategic objectives.
- Considerable experience working in partnership with a variety of stakeholders including artists, arts organizations, community groups and organizations, volunteers, sponsors, etc.
- Experience with writing copy for marketing materials such as program guides, web, social media and printed materials and the use of Microsoft Office Suite and Adobe Creative Suite.

**Must also have**:

- Strong knowledge of operational and programmatic frameworks, including accessibility and anti-oppression practices.
- Strong interpersonal skills and adept in conflict resolution with the ability to communicate effectively both orally and in writing at all organizational levels and with diverse cultural groups, volunteers, artists, and the public.
- Knowledge of community arts issues, practices, organizations and sector.
- Ability to take initiative, work independently, meet tight deadlines, and contribute as a member of a team.
- Strong organizational, planning, problem-solving, multi-tasking and project management skills.
- Ability to update web content management systems.
- Ability to research, collect and analyze performance indicator data in timely manner to develop options and support decision making.
- Ability to perform physical tasks related to community engagement events, art installations, including moderate load carrying (tables, chairs, art supplies) and event logistics.
- Knowledge of administration and financial procedures.
- Ability to work flexible hours including evenings, and weekends depending on operational requirements.
- Ability to travel to various sites as required.
- Ability to support the Toronto Public Services values to ensure a culture that champions equity, diversity and respectful workplaces.
