Why is this role important?
- The Manager, Procurement provides leadership and guidance on all aspects of CIHI procurement activities, as well as CIHI’s Records and Information Management (RIM), insurance and library services. This includes oversight of related activities and teams; planning, managing and evaluating of activities and special projects; developing, implementing and monitoring relevant policies and procedures; and advising clients and executive team on procurement-related decisions. The Manager is expected to establish and maintain strong relationships with internal and external stakeholders; promote relevant policies and services internally; report on the performance of procurement and RIM activities; and ensure principles of demonstrable accountability are upheld for relevant team activities.
- What you'll do
- 1. Leads and guides the Procurement, RIM and library services teams. The Manager is responsible to lead and motivate the team; provide clear direction; effectively delegate and monitor workload and performance results; motivate and develop staff to deliver best overall support to clients; support others through change; make decisions that balance the best interests of the team, the organization and its stakeholders; and lead by example by living CIHI’s core values.
- 2. Manages all aspects of CIHI’s procurement activities including strategic planning, coordinating, leading, managing and evaluating all procurement activities, and executing all contracts and purchase orders for goods and services.
- 3. Works closely with Privacy and Legal Services and Information Security to identify financial, legal, and reputational risks and vulnerabilities as they relate to procurement activities and provides advice to assist Management in managing these risks.
- 4. Manages the development and monitors the reporting on procurement information, including performance indicators and measures of effectiveness, on a monthly, quarterly and/or annual basis, and addresses issues as required.
- 5. Provides guidance and support to managers as part of contract negotiations in more complex situations, including liaising with vendors on competitive processes and direct negotiations with vendors.
- 6. Develops, executes and monitors the RIM strategy, including the library services program and monitors its adoption across the organization. Implements and manages plans, policies, procedures, standards, and systems to reflect modern practices aligned with corporate objectives. Manages secure offsite storage program. Works closely with stakeholders on all aspects relating to the retention and disposal of corporate information and standards for the security of vital records.
- 7. Manages CIHI’s insurance renewal and negotiation, ensuring adequate insurance is maintained.
- 8. Monitors activities to ensure compliance with CIHI procurement and RIM-related policies, procedures, and legal requirements, and resolves issues, as required.
- 9. Acts as a strategic partner and works closely with management to define procurement and RIM requirements in the context of broader CIHI annual and/or multi-year activities. Keeps up to date with changes or trends in the procurement and RIM environment and industry practice as applicable to not-for-profit organizations.
