Come be a part of Canada’s premier Science and Technology organization, Canadian Nuclear Laboratories (CNL), as the Historic Waste Program (HWP) Management Office in Port Hope, Ontario implements Canada’s largest low-level radioactive waste (LLRW) environmental remediation project, the Port Hope Area Initiative (PHAI).

**What will you be doing**
- Maintaining a strong functional relationship with Corporate Supply Chain
- Procuring all goods and services for nuclear safety-related equipment, systems, and structures as well as engineered and complex items and contracts.
- Meeting requirements of the client, jurisdictional authorities, and company policies in a timely and cost-effective manner, for all products and services being procured.
- Ensuring compliance with technical, Quality Assurance, and client requirements while following the rules set forth in the Procurement Policies and Procedures.
- Leading and documenting the negotiation and evaluation process to ensure award decisions withstand legal and ethical scrutiny and are clearly rationalized so that “value for money” is clearly demonstrated for audit purposes.
- Providing administrative support to the Senior Contracts Officer, Procurement Specialist, and the Manager as directed.
- Coordinating the Contract Kick-Off Meeting and other team meetings, in coordination with Project Delivery.
- Developing the Contract Administration plan in conjunction with the contract team.
- Reviewing and approving (where no construction superintendent is assigned) all permits and training - approving readiness for work, verifying qualifications, and coordinating training.
- Reporting on performance, including monitoring of contract costs, schedule, quality, and technical performance; Verifying contract completion.
- Managing integrated Change Control to ensure changes are properly approved and all those with a ‘need to know’ are aware and approve of such changes.
- Administering and recording job progress. while monitoring the work activities to verify contract compliance.
- Documenting administrative actions and all data required to support the project's business activities and performance assessments. Documenting decisions and events.
- Verifying that the technical and commercial contract conditions are fulfilled throughout the contract.
- Ensuring that all work has been completed according to schedule and that all deficiencies and administrative matters have been resolved.
- Monitoring payments to Supplier and maintaining current ongoing and accurate record of contract financials.
- Completing contract closeout report for Contractor's performance.
- Resolving minor contract disputes.

Key accountabilities relating to the management of the contract and relationship between the buyer and seller include:

- Managing the communications between and actions due by both parties to each other, including scheduling meetings.
- Monitoring, documenting, and reporting on supplier performances, including managing supplier performance improvement plans for the work.
- Managing the compliant procurement of all goods and/or services as required for all HWP sites to support project work.

**What we are looking for**:

- Education: University degree preferred.
- Experience with the full suite of MS Office, particularly Excel and Word. Experience with Oracle and Primavera (P6) preferred.
- Excellent organizational and communication skills, as demonstrated in a similar role.
- Sound knowledge of ethical purchasing and business practices, in public Procurement settings, thorough knowledge of applicable materials, products/services, sources of supply and market trends.
- Knowledge and understanding of all procurement tasks, particularly large and complex requirements requiring the participation of technical experts (specifications, terms and conditions, evaluation practices, sources of supply).
- Knowledge in procurement QA practice as it is applied within the Nuclear Industry and working knowledge of code and jurisdictional requirements for goods/services.
- Must be able to work independently establishing priorities in meeting conflicting deadlines.
- Above average interpersonal skills; must be able to consistently deliver exceptional customer service.
- Enrolment in the PMAC Certification Program would be an asset.
- Good working knowledge of Oracle Purchasing and iProcurement modules would be an asset.
- Must have initiative and promote continuous process improvement within Procurement and the customer/c
