**Position Summary**:
The Human Resource Manager is responsible for a range of duties including providing

support to The Winnipeg Humane Society management, and to all staff across the

organization, in the areas of union management relations, recruitment and retention,

health and safety, benefits and compensation, performance management, on
- boarding and orientation, training, and policy development. You will be expected to

uphold the values of the organization through effective communication and high

standards of performance. This position has the option to have a hybrid work schedule.

**Duties and Responsibilities**
- Strategy and Planning
- Research and ensure adherence to Federal and Provincial employment
legislation. Regularly review existing human resources policies and assist

CAO in drafting new policies as required to ensure compliance with all

required legislation, regulations, and the WHS-CUPE collective agreement.
- Research training and development opportunities for staff and maintain
appropriate training records
- Conduct reviews of compensation ranges and structure for non-union
staff
- Human Resources Management
- Ensure hiring practices are fair, open, and transparent focusing on
developing a diverse and highly skilled workforce
- Assist in drafting performance management plans to ensure consistency
and compliance. Where required, conduct and lead workplace

investigations or counsel department managers in matters relating to

potential termination of employees
- Oversee offboarding process to support employee retention goals.
- Liaise with the local Union Steward and other CUPE representatives on

matters as indicated by the Collective Agreement and as required
- Manage grievance procedures and actively engage in dispute resolution
while ensuring every staff person is treated fairly and with respect
- Coordinate bargaining negotiations and provide guidance to
management in terms of developing fair and reasonable proposals for

Union consideration
- Communicate to internal stakeholders Human Resources policies,
procedures, laws, standards, and regulations.

**Qualifications and Experience**
- Post-secondary diploma or degree in Human Resources or an equivalent

combination of education and experience
- Minimum two (3-5) years of progressive Human Resource leadership experience

providing a full range of services with an emphasis on union relations, health and
safety, recruitment and selection, training and development, employee

relations, and policy and procedure development.
- CPHR designation (or working towards) (asset)
- Previous experience in a unionized environment
- Experience using the Payworks payroll system (asset)

**Knowledge & Skills**
- Current knowledge of Canadian HR Legislation and employment laws combined
with the ability to interpret and communicate human resource policies, and

procedures, collective agreement, related legislation, and regulations.
- Able to make sound business decisions and evidence-based recommendations
to senior management
- Sound leadership, staff management, and teambuilding skills
- Superior communication skills, both written and verbal, with individuals at all

levels of the organization, as well as presentation skills
- Ability to deal with people sensitively, tactfully, diplomatically, and professionally
at all times
- The ability to work autonomously, exercise good judgment, and the ability to
make decisions while maintaining discretion in handling confidential matters
- Excellent time and project management skills, ability to handle multiple priorities
and competing deadlines
- Readily able to adapt to changing requirements and maintaining effectiveness
in varying circumstances
- Strong problem identification and problem resolution skills
- Strong analytical skills and demonstrated accuracy and attention to detail with

demonstrated skills in database management and record keeping
